Reading Comprehension

 

Unit 1 Arson

 Part 1 Warming Up

You will hear some short descriptions of accidents. Listen carefully. Fill in the blanks with the information you hear. Write as rapidly as you can. You may use short forms for the time. For example: 1100hrs for eleven hundred hours; 10-08-01 for August 10th, 2001.

1.       On 04-08-01, at 1100 hrs, one local person-Luis Dos Santos, attended Gleno Station to report an alleged Arson Case, which occurred on 03-08-01 in Sub-village Kaiturlu, Grid ref: 558 352. Accordingly, at 0800 hrs, Dos Santos and his wife went to their farm to work. When they came back in the evening, their neighbor-Alberto informed them that their house was burned down by fire and now all is gone. Other properties lost during the fire were as follows: 460,000 Rupiahs, US$4, the couple’s ID card of Registration and a number of house equipment.  

2.       The suspect, Domingos Lopes, member of the BRTT militia, took part in the burning of a house near the market in Maliana on 5 September 1999, acting together with a group of BRTT militia; others involved were named as Marito from Ritabou, Jose Beri Boru and Joao Gomblo. He admitted to throwing kerosine into the house and lighting it. 

3.       On 11 August 2001 Baucau CivPol responded to a reported arson in Wailili, Baucau Sub-District. Investigation disclosed that three local males who had been drinking heavily assaulted a local male and set his house on fire. One of the suspects was arrested by Civpol.

4.       On 21/08/01 one 48-year-old male resident of Dusun Caunua in Barique reported to CivPol that his house was burnt accidentally on 17/08/01 at 1200hrs while he was working some distance away in the mountain. Nobody was at the house at the time of the occurrence and no one was injured. All the property was completely burnt down. The case is under investigation.

Part two: Passage

In this section you will hear a passage about an accident. Write as rapidly as you can and fill in the blanks with the information you hear.

About 1800hrs on Friday 14 September 2001 a message was received from NOC regarding a number of burning houses and surrounding bushes at a location approximately 4km south-east of Gleno Town. The Deputy District Commander, Gleno Station Commander, OIC Ermera District Investigations, two ETPS and one Language Assistant immediately departed Gleno for the scene of the fire.

The patrol team, in co-operation with the local Kenyan PKF, spoke with the local villagers and quickly established that there were no injuries. Six (6) houses had been destroyed by the fire and it was continuing to burn slowly across the land in a northeasterly direction.

The patrol team and the PKF members then attempted to put out small areas of the fire that were threatening houses. This was to some degree successful but due to the strong winds these areas often flared up again. It was assessed by the CivPols present and the PKF Platoon Commander that there was little further assistance that could be provided. 

On Saturday 15 September 2001 the OIC Ermera Investigations, one CivPol patrol members and two ETPS officers returned to the area to make further assessments and to check on the situation. At this time it was established that a further three (3) dwellings had been destroyed bringing the total to nine (9). Inspection of the scene and interviews with villagers established that the fire had probably been started by local villagers, possibly children, who were burning rubbish at the base of the hill near the river. The strong winds that were blowing at the time appear to have caused the fire to get out of control and to follow the direction of the wind towards the villages.

The OIC Investigations, Ermera District has concluded that although the fire was deliberately lit there was no malicious intent and the destruction was caused by the fire getting out of control due to the high winds in the area at the time.

Part 3. Test

In this part you will hear a short description of an accident and a dialogue. Listen carefully and take down some notes. Then answer the following questions with the help of the notes you’ve taken.

At 1430 hrs, yellow Mitsubishi Truck, bearing Chassis Number: IJ0078, Engine Number RD-PNDPES4A90D321RN0253 departed Gulolo Village enroute to GOULALA subvillage. The truck was laden with approximately 40 persons who were located in the rear of the vehicle. Francisco SOARES of  Letefoho Village drove the truck. The owners of the vehicle, Alfredo LEMOS of ESTADO and Anival MARTINS also of ESTADO, employed him on a monthly contract. Francisco receives a salary of $300 Rupiah per month and 5% of the daily takings. 

At approximately 1500 hours, some 2.5 kilometers east of the main road from Ermera and Letefoho.  The driver was proceeding up a steep incline in second gear. (Grid Reference 682231). The driver attempted to change to first gear, unsuccessfully. The vehicle rolled back down the 14 metre incline.  The driver steered the vehicle into a large embankment located on the Eastern side of the road and the truck hit it very hard. The impact of this caused the vehicle to turn over but did not roll. The passengers in the rear of the truck were thrown onto the roadway. 

CIVPOL spoke with one witness to the accident.

Yvonne SOARES – who was a passenger in the rear of the vehicle. She stated that she was sitting directly behind the driver on the right hand side. She stated that the vehicle was traveling at walking pace up the hill. She stated that there were approximately 40 persons on the vehicle at the time. She said that the vehicle had almost reached the top of the hill when the engine changed noises and started going backwards. She said that only a few seconds passed before the truck hit the right hand side of the road. She stated that she felt a big bang and felt herself diving through the air and she landed on other people on the ground. She said that she felt pain in her right forearm, but was not bleeding. At the time of the impact she stated that the truck was not going fast, just backwards.

            Upon CIVPOL arrival, police saw the Mitsubishi Truck laying approximately 14 metres from the top of the crest. The front windscreen was shattered, as was the left hand mirror and left hand front blinker light. Nil other damage was evident.

All 6 tyres of the vehicle were in good condition. Brake and Clutch pedals located in the vehicle appeared to have good pressure. There were no registration plates attached to the vehicle. 

The road surface was dry and of good condition. The surface of the road consisted of rocks that provided a stable surface in the dry. 

The following is a dialogue between Civpol and the witness.

P:      So, you are a passenger in the vehicle? And your name is…?

S:      SOARES, that’s my family nale.

P:      Mrs. Soares, do you still remember the time of the accident?

S:      It’s about 1430hrs on 15-09-01.

P:      Can you tell me what happened before the accident?

S:      Yes. The truck was going up the hill. It had almost reached the top of the hill when there were strange noises from the engine and the vehicle began to go backwards. It then hit the right hand side of the road very hard and turned over. The passengers were all thrown out of the truck and landed on the ground.

P:      How many passengers were there in the truck?

S:      About 40.

P:      What injuries did you suffer?

S:      I have pain in right arm, but no bleeding.

P:      Was the driver driving very fast?

S:      No, very slowly. His driving skills may not be excellent, but he was very careful.

 

Part 4. Dictation.

In this part you will hear a short passage. Write down the exact words you hear. The passage will be read twice.

On Friday 14th September, at about 1800 hrs, Civpol received information from the national Operations Center that a fire was burning in a village about 4 kilometers Southeast of Gleno.

Upon arrival, Civpol quickly established that there were no injuries amongst the local community and six (6) houses and sheds had been destroyed. The fire was continuing to burn, threatening more buildings. Civpol in conjunction with the local PKF patrol attempted to extinguish the fire. Whilst it was impossible to completely extinguish the fire, it was brought somewhat under control, reducing the further threat to property. Civpol examined the area and determined that a complete investigation would take place the following day when all witnesses were available and the area could be properly examined.


Unit 2 Murder

Part 1.

1.       On 23/07/01 a 44-year-old international was stabbed at the 'Waste Compound' and subsequently died from the wound received. So far the investigation disclosed that two local males entered the compound around 1930hrs, stabbed him in the back following a brief conversation between the suspect and an East Timorese female who ran away upon the sight of a knife. One of the suspects is the ex-husband of the female who allegedly was having an affair with the deceased. Both suspects fled the scene, but the woman's ex-husband reported his action to Auhun Village Chief of who took him to the Secretary of Zona Sub-District and informed CivPol.

2.       On 17/11/00 at about 0900hrs, the Ossu Station Commander informed Viqueque Civpol that a murder crime had been committed in that place. The suspect, a Timorese male, had killed his wife. The District Investigators went to the crime scene and extracted evidences, pictures and statements. The body of the victim was brought to Dili Mortuary for Autopsy. The case is under further investigation.

3.       On 28/11/00 at about 2220 hrs the residents from Cracas --- Uaimori Village, Viqueque sub-district attended Viqueque Civpol station and reported that Lulei Village chief (GR029160) had killed his wife. The suspect is now under custody at Viqueque Civpol Station. An Investigation Team proceeded to the scene and found the dead body of the suspect’s wife. The Investigators decided to transport the body for autopsy to Dili mortuary on 29/11/00. The case is under Civpol investigation.

Part 2

On Thursday 5th July 2001, at about 11:00 am, a women by the name of Agusta DOREGA informed Civpol Maliana through UNHCR that her family in west Timor was attacked and killed yesterday in the morning at about 07:00 hours. She gave the names of the victims as follows: Ofonso DOREGO, husband; MARIA, Jose DOREGO, ALSINA, and Alito DOREGO; children. The perpetrators were members of the Militia and TNI. They carried weapons, Machetes and knives. According to her the attackers asked the previous day why her husband was leaving West Timor for East Timor. On that fateful day they went to the house and called Afonso DOREGO and without provocation they stabbed him to death. They also killed his children mentioned above. Agusta DOREGO however managed to escape. She could identify some of the Perpetrators as ANTONIO, MANUEL, both members of TNI; CLEMENTINO, Indonesian Police; and Adolfo COREA. Augusta DOREGA crossed to East Timor through Nunura village

CIVPOL ACTION TAKEN:

The incident took place in West Timor and we are trying to establish the truth of this allegation. UNCHR turned down our request that the complainant should stay here in Maliana overnight to assist us in our investigations. UNCHR is sending her to Dili. Dili district CIVPOL should interview the complainant on her arrival.

Part 3.

On 15 May 01 at about 13:00 hrs, Andre MAU FUTU, who lives in Malilia, Goulolo village, Cailaco, suddenly threw a knife at his sister, Aguida BENZALINA when she entered his bedroom. Once he didn’t hit his sister, he chased Aguida to the outside of his house with the knife. He then stabbed his mother, Benclina LOU BERE, who went out from the kitchen room to try to stop him. He turned to his father Benzamin MAU FUTU and stabbed his father’s back rib, as his mother was unconsciously lying on the ground at that moment. He went to sit on the balcony of his house and stayed in there 1 or 2 hours until the other village people came back and tied him up in his bedroom. His father was dead and his mother was gravely injured.

The crime scene is in Malilia sub-village (map ref. is 528144). This village is in the mountain and inaccessible by vehicle.

This incident is reported to have occurred at 1300 hrs on 15 May 01 but not reported to the PKF or CIVPOL till 20:00 hrs, when a villager walked the seven hour journey to reach Marko to inform authorities.

Part 4.

On Friday 10 September 1999 the defendant was at Comoro where he is alleged to have shot and killed Francisco Smith. The Victim was then taken by the defendant and buried at grid reference 463712.

The defendant was interviewed and stated that he was responsible for the murder. He stated he had gone to the area of Comoro and knew Mr Smith. He had an argument with him over the upcoming election and shot Smith with an automatic rifle because he did not like him. He shot him once in the head killing him. He then took the body and buried it so he would not get in trouble for the murder.

 

Unit 3. Burglary

Part 1

1.       On 26 June 2001 a Thai female CivPol living in Delta Comoro was awakened by a loud noise and she noticed a group of local youths attempting to break into her house. She then identified herself as a CivPol Officer and ordered the suspects to leave, which they ignored. She fired a warning shot and the would-be intruders fled.

2.       On 24/08/01 a UN staff reported to Dili Station that during the evening of 23 and 24/08/01, an unknown person had entered his residence in Vila Verde and stolen his Digital Sony Camera and notebook.

3.       On 27/11/2000 one local staff of UNTAET reported to Civpol that on 26/11/2000 at about 2330hrs some unknown persons attacked him and his friend in the house after they switched off the lights. The suspects destroyed the main door of the house, one TV set, two windowpanes, one CD player and a tape recorder. Case under Civpol investigation.

Part 2.

I am Dos Santos, 26-year-old, married, presently employed as a language assistant of UNTAET in Ermera District and a resident of Faatukero, Railako Sub-district. At about 1600 hours 26 July 2001, when I arrived home, I was informed by my friends that somebody broke into our house. I then checked the CD player and I found out that it was really stolen, as it was no longer in the place where we used to put it. Moreover, when I also checked our wall cabinet, I was surprised when I saw our things already scattered on the floor. I found out also that our jewelry was missing at the cabinet where we used to keep them. The jewelry includes one gold bracelet and a gold necklace totally weighting seven (7) grams. I checked on other valuables but only the said items were missing.

I tried asking my wife how it happened. My wife told me that she went to the market at about 0730 hrs and that since nobody was left she closed the house. She went back around before lunch and when she entered the house she noticed that the back door was already opened. Then I checked our backdoor and I found out that the lock was forced from the outside and there was some part of the wooden frame of the door damaged. I felt that the VCD player couldn’t be carried because it was daytime so I decided to check surroundings behind the house. I found a carton hidden in the bushes and when I went near, I saw the VCD in it. I did not touch it and I just left it as it was hidden. Since I found it was almost dark I decided to hide near the carton in case the suspect would pick it up. I left the area at around 0600 hrs the following day and nobody went to collect the box. So I reported the matter to Civpol.

 

Part 3.

At approximately 1500hrs on 2001-01-26 PKF elements at Tonobibi found a huge group of people (40) shouting and involved in a fight. Some of them then run towards the tactical coordination line and the remaining 12 were apprehended and interrogated by PKF. Civpol has been informed and attended the incident.

It has been established that all persons involved are from Holsa, a village close to Maliana. Information from a trader reveals that TONOBIBI FSP (Force Security Protection) escorted them into West Timor to purchase cigarettes. Upon their return they were stopped by another group of FSP from TONOBIBI and were robbed of their goods. They informed PKF about it and Civpol has been dispatched to investigate. The Civpol patrol team has been send to Tonobibi with the instruction to seize the cigarettes and inform the owners to come and collect it on 2001-01-27. Civpol then load as much cartons as they could and PKF assisted in transporting the rest to Maliana.

On their way to Maliana a group of about 100 people from Tonobibi covered the road and prevented Civpol vehicle to pass. The FSP member demanded that the cigarettes remain at Tonobibi as they found it and that the Nurep would look after it. At that time people began crowding the Civpol and PKF vehicle. PKF then ordered one APC (armored personnel carrier) to move forward and was put in front of the Civpol vehicle. The FSP commander continue demanding the cigarettes to remain behind and he was informed that Civpol need it as evidence and that they should visit the Civpol station to determine ownership. After further negotiation the FSP commander agreed to come to Maliana. Civpol vehicle was then escorted to Maliana and the cigarettes were unloaded at the station.

 

Part 4.

In this part, you will hear a narrative of an accident. Take notes as much as you can. Then write an incident report according to your notes. The passage will be read only once.

I left for CTO on Sept. 08,2001. I returned on the 17th at about 2:30 pm. I dropped off My luggage and came in to the office. I did not notice anything wrong at that time. At about 4:00 pm, I returned home. I noticed my bedroom was in a bit of a mess. I think they were looking for money. About 15 minutes later my landlord came over and tried to explain what happened. He pointed out the windows where they came in.  I couldn’t really understand because he doesn’t speak English and I do not speak Tetum. He told me he had reported it to Civpol. I looked around to see what was missing. I had an AIWA tape deck that is missing now. There was a tape in it. The rest of the tapes were still on the table. My watch was still on the table. There was nothing else stolen, even the food was still there. In late July my iron went missing. I thought it was my landlord at the time because he had a key. He used to take food as well. He denied it at that time. I changed the lock and I have all three of the keys. I looked at the doors and they were all secure. I did not notice anything with the windows until my landlord pointed it out. It did not look like someone had removed them and none were broken, he may have fixed them already. The tape deck was visible from the windows. About a month ago I noticed the mosquito net was removed from one of the windows.  My electric kettle was moved but not taken. I have no idea who may have done this. A lot of people look into my house and know what I have inside but there is no one in particular who has shown a lot of interest.

Unit 4. Disturbance

Part 1

1.       On 26/08/01 at 1137hrs, the following information was given by the ETPO assigned at Comoro Market Junction, regarding a fight at Manleuana Village. CivPol was dispatched to the scene. On arrival, the CivPol asked the base to call for an ambulance as two locals (male/female) were found unconscious with injuries. None of the attackers were found at the scene and efforts to locate the village chief went futile. No details of the accidents were available at present.

2.       On 19/03/01 at about 0900hrs, an RRU platoon was dispatched to Manleuana Village where a disturbance was in progress. The information received reported that several persons were carrying cutlasses, sticks and stones. When the crowd saw the RRU platoon, all the persons disappeared. RRU searched the whole area looking for suspects. Some of the villagers denounced a suspect and reported that he had machine guns at his residence. The RRU platoon proceeded to the scene and searched the referred residence. They found several military materials, gasoline and some cutlasses, which were confisticated.

3.       On 06-03-01, UNMOs reported that during their patrol, information was passed to them that there was some trouble in MANETU village (GS 9422). It was a political fighting between CPD-RDTL and CNRT parties in MANETU and there were two groups, one located in the mountain and the other located in lowlands, around the village. Based on the information it was decided that a joint patrol would go to the area and fully investigates the situation.

 

Part 2.

Approximately 150­-­­-200 persons were throwing rocks at each other at the local cemetery in BOBONARO. The fighting moved toward the CPD-RDTL HQ, which was subsequently set alight. Both groups were claiming that there was Militia amongst members of the other group. The disturbance reportedly began after a CPD-RDTL individual threatened to pull down the CNRT/CN flag. The groups calmed down after AUSBATT arrived and three CNRT/CN members were taken to FORT BOBONARO for questioning in relation to the burning of the hut. CIVPOL has arrested one person suspected of arson.  CIVPOL along with AUSBATT are currently looking into the incident. The situation in BOBONARO is reported to be tense, with potential for further conflict.

 

Part 3.

BAUCAU DISTRICT (Disturbance in Wailili Village):

On 23/03/01 at about 1520hrs, a disturbance occurred in Wailili Village, Baucau Sub-District involving two groups of people approximately numbering 50. The two groups engaged in rocks throwing near the house of the Village Chief. The Civpol of Gariwai Station responded first to the scene while the Civpol patrols from Baucau Station followed. The situation was immediately put under control.

At 1820hrs, the two conflicting local parties again regrouped for another confrontation. The Civpol requested for reinforcement due to the growing tension in the area. The District HQ dispatched all available Civpols to reinforce. Moreover, the RRU (Jord.) and PKF were alerted to support Civpol. At 1832hrs, the responding Civpol requested for additional reinforcement due to the increasing number of locals appearing in the area. The RRU (Jord.) and PKF were then deployed to assist Civpol in establishing checkpoints to block additional locals from joining in the conflict. During the incident, the two groups engaged in severe rock throwing against each other and the Civpol controlling the situation were caught in the middle. Due to the intense exchange of rock throwing, one Civpol was hit in the leg by a stone, thus, warning shots were fired in the air if only to calm down and put the warring groups under control. It is estimated that as many as 10 warning shots were fired, but this is yet to be confirmed. As of 2200hrs, the situation in Wailili Village was calm and quiet. Civpol managed to identify the leaders of the two conflicting parties. Agreed to meet tomorrow at 1000hrs at Baucau Civpol HQ in order to settle the matter peacefully. The situation in the said area will be closely monitored to prevent any further confrontation.

The following is a dialogue between the Civpol and a villager.

P:    When was your first fight with the other group?

V:    At about 1520hrs, 23-03-01.

P:    How many people were involved?

V:    About 50.

P:    What weapons did you use in the fight?

V:    We threw stones at each other, but the Civpol soon stopped us.

P:    When was the second fight?

V:    That was 3 hours later, at 1820hrs.

P:    Why did you start a second one?

V:    I don’t know. My leader came and told us to fight with the other group, so we just went.

P:    Did you notice the presence of Civpol during the second fight?

V:    Yes. Because a lot more had come, and they fired several warning shots. They also established checkpoints, probably to keep other villagers from joining in the conflict.

Part 4.

On 23/11/00 at about 2345hrs Civpol requested the presence of an RRU team in order to attend a disturbance in a residence at Caicoli. On arrival at the scene, the Civpol team reported that a group of individuals had broken down the door of the residence in an attempt to injure a local tenant of the referred house. This individual managed to escape and seek refuge with the deputy village chief. It wasn’t possible to identify any of the suspects.

Unit 5. Domestic violence

Part 1.

1.       On 21/08/01 a local female resident of Hatolia Samara reported a case of assault by her husband who caused injuries to her arm by throwing firewood. The incident happened following an argument on 13/08/01 at 1800hrs. During the initial investigations the victim declined to pursue her case in the court. However the case has been forwarded to the prosecutor for final disposition.

1.       On 28/10/00 a local East Timorese female resident of Fatuahi attended Dili Civpol and reported that her husband had beaten her. The suspect was later arrested and conveyed to CDC for further investigation.

2.       On 28/11/00 at about 0930hrs an East Timorese female from Buikarian village reported to Viqueque Civpol that her husband assaulted her with a machete. As a result she got a wound in her forehead due to which she had to go to Viqueque Hospital for treatment. Civpol attended the scene and brought the suspect to Viqueque Civpol for further investigation.

Part 2.

            My name is Napoleao Bonifacio Maia. I am 31 years old and I live in Mirtuto. I am married and have one child. My wife and I have been married for four years. I have been accused of beating my wife in the past but the case has always been resolved in the traditional manner.  

            Yesterday morning, 19 July 2001, I asked my wife if it was all right to go to Ermera and she told me that it would be better to go to the coffee plantation and work. I told her that I did not want to go to the coffee plantation to work so she went by herself. I stayed at home with our child and my wife’s two children (my step children). At around 3:30 in the afternoon, I left my two stepchildren at home by themselves and went to a shop about 500 meters from the house. My wife came home around 4:00 in the afternoon. I came home shortly after she arrived and she was angry with me for leaving the house.  She told me that I should have stayed home. She argued with me and scolded me for leaving at which time I also became angry. At this time I slapped her on both sides of her face with an open hand. I then slapped her on the back of the head with an open hand.  Finally, I punched her in the back with a closed fist. During the struggle with my wife, she bit me on my wrist. I then walked out of the house through the front door and my wife followed me. She picked up a stone from the front yard and threw it at me striking me in the back. My wife then left the area looking for a ride to Civpol headquarters. 

My wife feels that I am lazy and do not want to work. She also thinks that I am interested in other women, which is not true. She is a very jealous person.

I am sorry for striking my wife.

 

Part 3.

On 15 July, 2000 Teresa DOS SANTOS attended Dili Station and reported that she had been assaulted by her son-in-law, Girgorio OLIVEIRA. She said that he had been beating his son and two cousins (all children) when she attempted to intervene and that he then punched her three times.No injuries were visible on the victim.A statement was recorded from DOS SANTOS.

DOS SANTOS was then conveyed to her house in COMORO. The children that were allegedly beaten by OLIVEIRA were identified. Minor bruising and scratches were visible on the children.

OLIVEIRA was then identified and conveyed to Dili Station. A statement was recorded from him. In the statement he admitted beating the children as a form of punishment and striking the woman softly, one time.

This would appear to be a family matter and the injuries were of a minor nature to the victim/s. The suspect was warned about assaulting people in the future. He was then released. No further action to follow.

P: Mrs Teresa DOS SANTOS, when did your son-in-law assault you?

T:     On 15 July, 2000.

P:    Why did he assault you?

T:     That day, he has been beating his son and two cousins. They are all children. I tried to stop him. then he punched me 3 times.

P:    What injuries did the children have?

T:     You can see some bruising and scratches on their faces.

P:    Does he often beat the children?

T:     Yes, very often. I think the police had better warn him not to do that again. Otherwise, I’m afraid the children may be badly hurt some day.

 

Part 4.

On 17.01.01 at about 2300hrs, a domestic violence case was reported to CivPol Baucau Station. Reportedly, a local male got involved in a quarrel with his wife and in the process hit her with a stone in the face, causing serious injuries. The victim was rushed to the hospital where she was declared in serious condition. The suspect evaded arrest, however CivPol will continue to exert effort to arrest him.

Unit 6. Intimidation

Part1.

1.       On 27 June 2001 around 1815hrs a local male threatened another with a handgun. The suspect is described as medium build, black short hair, wearing glasses, with approximately 20 years of age. At the time of the incident he was wearing a white T-shirt and black trousers and he was driving a red motorcycle. The complainant further advised that the suspect was seen in the possession of two hand guns and that he was recently involved in the Baucau arsons and in the burning of complainant’s house.

2.       On 21/08/01 at about 0400hrs a local male reported that about 0300 hrs a local male, a student, forcibly opened The Human Rights Foundations Office in Maliana and disturbed the staffs that was by then sleeping. One of the members of the staff scolded him and asked why he came to disturb them and the alleged suspect threatened then that he will revenge. Then the suspect left the office and after a while returned with a machete, striking at the door, breaking four louver blades and assaulting the male that previously blamed him.

3.       On 23/06/01 around 0830hrs, a local female reported to CivPol that her son had threatened to kill her with a sickle knife. After that he proceeded to her store, destroyed the items in the store and robbed her saved money ($260 US and 200.00RP). CivPol conducted a search in order to locate the suspect but it was unsuccessful. The case is under investigation.

4.       On 22/11/00 at about 1340hrs, an East Timorese male from Marconi – Fatuhada, attended Dili Civpol Station and reported the accidident. He stated that a group of local male youths came to his house and threatened him to park the vehicle out of his house, because the house belonged to an Indonesian national who has gone back to Indonesia. He further stated that these boys told him that if he refused to do so they would use cutlass to cut him. The investigation is in progress.

Part 2.

Feb 01.  SEC WEST reported that there have been further reports of FRETILIN members threatening villagers at DIRUANA GR 311108 and DUADEROC GR 286130 while conducting registration activities.  Three villagers have made allegations to CIVPOL in DIRUANA outlining statements made by the six-man FRETILIN registration party. The statements suggested that villagers should sign to become FRETILIN members or face being ignored after a FRETILIN victory in the election in Aug 01. Threats have included one person being warned he would have his fingernails pulled out if he did not register, another being intimidated to provide his name and the names of his family and yet another threatened with arrest if he did not register.

Part 3.

On 12-08-00, at 0715 hrs, Officers from Atsabe Station went with PKF to the village of Batubala in order to meet directly with Marcos Dos Reis who reported yesterday that he was held for several hours by militia.

Officers located the residence (Grid Reference: 625,069) and met with Marcos Dos Reis and his son Aniceito Monteiro. CNRT security member Carlos De Jesus was also there. Mr. Dos Reis stated that he and his son Aniceito left Batubala at approximately 0500 hours to go up into the mountain to an area known as Atululi to look for Buffalo. He stated that they walked for approximately 3 hours and found themselves surrounded by 7 men. Three of the men had Mauser rifles and another man was armed with an SKS rifle. This occurred at approximately 0800 hrs. Mr. Dos Reis was a former member of Falanti and recognized the weapons.

The men told him not to say anything about their presence to PKF or Civpol or else they would kill him and all of the buffalo. He was asked several questions,specially the militiamen asked if the UN was still providing corn and rice to the people. He told them yes. They also asked if there were PKF soldiers or Civpol in the area. He told them no, there are only Civpol and PKF in Atsabe.

They held him until approximately 1300 hours and then released him and his son and told him again that they would kill him and the buffalo if he informed PKF or Civpol.

Officers asked several specific questions about the encounter.

l  Did you recognize any of the militia?

       No. But from the sound of their speech (dialect) they were speaking like Mambai from the area of Ainaro.

l  How many people asked questions?

       Two men asked questions and one of them was armed. They told him not to come back to the forest or they would kill all of the buffalo. The other men were standing guard nearby.

l  They also told him that they wanted him to bring a “CARON” to the mountain and leave it for them. This device was described as sort of funnel to fill coffee bags.

l  How were the militia dressed?

       One had on military style clothing and the others were in civilian clothing.

l  Could you tell if they were staying in the area or did they look like they were passing through?

       I couldn’t tell.

l  Did you see any signs of them cooking or making a fire?

       No.

l  Did they have any backpacks?

       Yes. Four or five of them were carrying backpacks and the packs looked like they

l  Were new. One man carried a small bag. The backpacks were descried as being heavy.

l  Were they armed with machetes?

       Yes, all of them.

l  What about boots?

       Some were wearing boots and some were not wearing shoes.

l  Were they wearing local type skirts or pants?

       Pants.

l  Did they ask any questions about local CNRT or local population?

       No.

l  Did they call each other by name?

       No.

l  Did they ask for food?

       No.

l  Can you go back to this place where you were captured?

       Yes.

l  Was there any person who was the leader?

       No.

Part 4.

On 27/08/01 a local male from Liquica came to CivPol Station to report threats made to him from a PSD Party member. Confrontations occurred about 1230hrs near the FRETILIN Party office in Liquica. At the time the complainant was driving a vehicle.He was threatened by the suspect and after that the suspect jumped out of a PSD truck and attempted to fight with the complainant. It did not happen because other people separated them. Both local party leaders will be contacted by CivPol in order to solve the problem and to determine if the threats were politically motivated. Case is under investigation.

Unit 7 Property damage

Part 1.

1.       A group of 8 unidentified males approached the residence of Rizalinda Magallens.  As she was alone at the time, she was frightened and did not confront the group.  Two of the males were wearing handkerchiefs with small markings of blue and white flags on them; the other males were wearing short pants and t-shirts.  When the Civpol patrol attended the residence, they noticed that a wooden grill was damaged.  At this time, no motive is known and Civpol are following the investigation.

2.       On 31/01/2001 at about 2008hrs, Dili Civpol received information regarding a group from Baucau destroying a house near ICRC Hospital. The occupant of the house stated that ten unknown men had stoned his house with rocks. A short time later, a group from Baucau ran towards the Patrol Unit carrying machetes, knives and sticks. Twelve members of this group were placed under arrest by the members of the RRU and transported to Dili Station. Three machetes, three knives, three swords and two metal pipes were confiscated from this group. One local male who lives in the above house received head injury. Civpol will monitor the premises and the surround area and the case will be handed over to investigations.

3.       On 20/08/01 at 1820hrs a local driver was driving a local mini bus registration number YG6427E from Manatuto to Laclo when an unknown person smashed the vehicle’s windscreen suddenly. The case is under investigation.

4.       On 22/03/01 at about 0902hrs, a 26-year old local male attended Dili Station and reported that a truck passing by broke the right side mirror of his vehicle and ran away in Comoro area.

Part 2.

At 1040hrs 12th June 2000 the complainant attended Dili Police Station and provided a statement into an alleged assault and damage to property.

On the 9th June a male person rode past his address in Becora and insulted his brother Ciquito LOPES. His brother hit the male person with his fist. Later that day the male person and about 80 other persons came to the complainant's house. They damaged the roof and window of the house. His friend Inacio DEALMEIDA was present in the house. The people threw stones at the complainant and his friend and hit them with their fists.

The complainant and his friend then accompanied CIVPOL and an interpreter on a visit to the village chief. It was decided that the village chief would talk with the relevant village chief of the area where the suspects live. He will arrange a meeting to include all parties including CIVPOL in order to come to some settlement of the matter.

Part 3.

At 1015 hours Domingos PLINERO of Letefoho reported to Civpol that at about 0430 hours this morning 01 January 2001, he was sleeping in the front room of his house when he heard a loud bang on the tin roof of his house and then a smaller thud as a rock landed on his mattress directly beside his chest.  He stated that he got up and looked outside but could not see or here anyone.

Police attended at his house and saw that the front portion of the house contained a wooden table with three plastic chairs on the left-hand side as you enter, the right hand side contained a single mattress and sheets.  On closer inspection they observed a mark on the left-hand side of the mattress and a rock measuring some 10cm x 15cm lying on the ground beside the mattress.  The rock was granite in type and heavy.  A hole in the tin roof was directly above the mattress.  This hole measured 10cm x 10cm.  The rock had impacted on the roof and caused the tin to give way. He was questioned in relation to his activities of late and if he knew anyone who would wish him harmed. He could offer no reason for the attack. 

Police spoke with his neighbors. They heard no dogs barked or other animal noises .Due to the fact that the incident occurred in the early hours of New Years Day this attack could be attributed to revelers walking home late at night and committing a foolhardy act, not expecting the rock to actually penetrate the tin roof.

 The following is a dialogue between Civpol and the complainant.

P:   Thank you. When did the accident occur?

D:   About 0430hrs on 1,January 2001. I was sleeping in my house. Suddendly there was a loud bang on the roof. Then a big stone landed on the floor just beside my chest. I immediately got up and looked outside but did not see anyone.

P:   Can you think of anyone who is hostile to you?

D:   No, I cannot think of anyone. I get on very well with people around me.

P:   Ok, we will go to your house and make some investigations. Then we’ll see what we can do.

D:   Thank you very much.

 

Part 4. Dictation.

On 28/06/01, at about 0855hrs at Comoro Station, one Australian businessman, Manager of Dili Catering Equipment and Supplies reported that on 25/06/01, at about 0800hrs, a car  smashed into his and was driven off. On 28/06/01 he found the rear screen of his same car smashed and a window broken. He does not suspect anybody. Incident report has been fowarded to Dili Investigation Team.

Unit 8 Rape

Part 1.

1.       Investigators met with Acalina De Deus (18 years old) on 10 July 2000 at about 1100 hrs. She explained that Abilio De Deus raped her on 3 May 1997 at about 0100 hrs. Acalina De Deus stated that she was sleeping in her room, that fateful night when Abilio De Deus crept on her closed her mouth with his hands to prevent her from screaming. He then proceeded to rape her.  She immediately run to her brother EMERICO XAVIER AMARAL, woke him up and informed him of the incident. He then proceeded to search for Abilio De Deus and confronted him. Abilio De Deus admitted to his raping Acalina De Deus.

2.       There was an attempted rape involving the CNRT Secretary for Ermera Sub District which occurred on 22 January 2001, at the CNRT office at Ermera town. The suspect lured his victim to the CNRT office on the pretext that he was going to ask about her presence at the Ermera market, where she was doing some petty trading. As soon she got to the office he pounced on her and attempted to rape her. The victim was however rescued by some other CNRT officials who came to the office.

3.       On 22/01/2001 at 1400hrs on Ermera CNRT Office one Local female was forced by one local male on the floor and tried to take off her blouse. He was able to lie on top of the victim, however a security Officer saw the struggle and entered room and intercepted these actions.

Part 3.

Four years ago a 10-year-old girl was picking chilies near a coffee plantation. The suspect approached her from behind and threatened her with a machete. He pushed her to the ground and raped her. He released her and told her that if she ever told anyone he would kill her. She did not disclose the incident until 03-09-01.

The suspect was heard telling people in the village that the victim is his wife. She is now 14 years old. She became embarrassed and told her guardian (an aunt who she refers to as her grandmother). Her guardian took her to the village office to confront the suspect with the Nurep. When the victim disclosed the rape publicly the suspect became angry and attacked her with a large knife. Another man intervened and sustained a cut to the hand. The victim sustained a small laceration on the left side of her back. The suspect then denied ever having raped her. He later admitted to stabbing her.

P:   You are the guardian of the girl Maria?

L:   Yes, and my name is Liquica.

P:   when did the girl tell you she was raped by Santos?

L:   Yesterday, that was 3 September, 2001. she told me that four years ago(she was 10 years old at that time), when she was picking chilis near a coffee plantation, the man raped her and threatened to kill her if she told anyone. So she didn’t tell me until yesterday.

P:   Why did she decide to tell you?

L:   She said she heard the man telling everybody in the village that she is his wife. She was embarrassed and told me the incident.

P:   What did you do then?

L:   I took her to the village office and disclosed his crime. He became angry and attacked me with a large knife. I was hurt on the left side of my back.

P:   We’ll arrange a meeting tomorrow for you, the girl, the suspect and the village chief to see how to solve the problem. Is that Ok?

L:   Ok, thank you very much.

Part4. Dictation

The Complainant reported that about 1100 hrs on 21-06-01, she was sexually assaulted by a male by the name of Ferando at Jose’s Restaurant in Gleno. The man allegedly abused her verbally then grabbed her arms and kissed her. Since it was market day, there were many people at the restaurant and some people managed to separate them. The suspect then fled the scene.

Unit 9 Robbery

Part1.

1.       On 07/08/01 at about 1725hrs a Comoro Airport Control employee, a local male, was driving on Comoro main road. At the Aimutin Catholic Church he observed a local male, aged 20yrs old, armed with a long iron bar, stopping the vehicles and forcefully demanding money before he allowed the vehicle to move. The local employee alerted Comoro Civpol. A patrol was dispatched to the scene and the offender was arrested with the assistance of the local employee.

2.       On 12/07/01 around 1800 hrs, a robbery incident was reported to have occurred at the highway going to Wataboo Beach. The victim, a 45-year-old Belgian national female doctor working at MSF hospital was on her way to Baucau on her mountain bicycle. Upon reaching a steep incline of the road, the two motorcycle riders bumped her from the back. The two men then took her backpack and sped towards Baucau town. As a result of the incident, she suffered bruises and lost valuables worth $300US. Baucau CivPol is investigating the case.

3.       On 28/06/01 a local 18-year-old female reported at Comoro Station that she was confronted by three suspects on her way to school along Dharma Bharti High School road.  The victim put up a struggle when one of the suspects closed her mouth and removed her earrings. Two of the suspects then fled while the other took out a knife to stab the victim but ended up only tearing her T-shirt.

Part 2

On 21/06/01 around 1930hrs, a group of more or less ten masked man, some of whom wearing military camouflage jackets forcibly entered the house of a certain local businessman residing at Trilolo New Town in Baucau. They divested him of cash and valuables like a VCD player and other things of value mounting to RP 6,295,000.00. A joint CivPol / PKF team conducting patrol at the area responded to the crime scene but the perpetrators had already left. Investigation conducted revealed that two of the suspects were armed with handguns and at gunpoint threatened and robbed the victims.  The suspects immediately fled into two groups after the incident. Baucau CivPol is conducting the investigation.

Part 3.

At about 0800 Hrs 01August 2001, a Domingos Alves of Galema, Lisapat was assaulted by his brother Joao Alves. The victim suffered injuries on his head and was brought by Hatolia Civpol to AMI Gleno Clinic for medical treatment. Investigators conducted follow-up on-scene investigations of the incident and information gathered revealed that,

A.            On the morning of 01 August, the victim Domingos who is an older brother of the suspect told the suspect to gather coffee beans to earn money. The suspect did not follow the instructions of the older brother. The older brother Domingos, being upset, threw a small wooden stick towards the suspect. Luckily the suspect was not hit and he just left the place. During this incident there was no others present who have witnessed the two brothers. Moments later, the suspect Joao went back to Domingos and unknowingly hit the victim with a machete from behind. Although wounded the victim tried to run after his younger brother but failed to catch him up. It was only during the time that victim shouted for help when his wife and another woman know the incident. The two women followed the victim and found him on the ground bleeding for the head wounds he suffered. The victim was then immediately brought home with help of other neighbors who rushed to the scene.

B.            That the suspect left the machete he used and fled the scene of the incident. The machete was found by a neighbor and subsequently turned over to the Civpol.

C.            During the interview on the wife of the victim it was stated that it was the first time that the two brothers had a misunderstanding and that there is no personal grudge between them that would served as a motive for the said incident.

The following is a dialogue between the Civpol and the victim.

P:   When did your brother attack you?

D:   At about 8 hrs in the morning. It was 1, August.

P:   Why did he attack you?

D:   First, I asked him to collect coffee beans, but he did not follow my instructions. So I became angry and threw a small wooden stick at him. He was not hit and he just left. Then, a few minutes later, he came back and attacked me from behind with a machete.

P:   Were there any witnesses when he attacked you?

D:   No. Only when I shouted for help, my wife and another woman knew the incident.

P:   Have you ever had any quarrel before?

D:   No. We have been getting along very well. It’s the first time we had misunderstanding.

P:   Where is your brother now?

D:   He ran away after he attacked me and I haven’t seen him since. He is now perhaps hiding in some friend’s houses.

Part 4. Dictation

On 30-10-01 at 02.45 hrs, a male Bosniak reported to LP that two unknown masked men entered his house at approx. 02.30 hrs. One suspect attacked the victim with a firearm and the other kicked him. The perpetrators stole 106,000 DM and $1150 then left the scene. LP went to the scene and secured the area. The victim was sent to the hospital

 

Unit 10. Theft

Part 1.

1.       On 20/07/01 at 2000 hrs, someone stole the antenna from UNTAET 1518, which was parked in front of 'Amos Hotel'.

2.       On 23/07/01 at 1725hrs, a male employed as a travel manager, reported at Dili Station that his white 'Toyota sedan' had been stolen whilst it was parked in front of 'Hello Mister' and he was busy shopping inside the store.

3.       On 25/07/01 around 0850hrs, a UN international staff member reported to CivPol that the spare tyre and the antenna of his UN vehicle were stolen whilst the vehicle was parked in front of the PKF compound.

4.       On 27/07/01 around 1430hrs, a male UN local staff member reported to Dili Station that he parked the car in front of Government Building and returned to find some of the rubber from the front side window missing.

5.       On 21/08/01 one local male 32-yrs old reported to CivPol that he closed his general store in Viqueque on 20/08/01 at about 1800hrs. The next morning he found the lock of the store broken and one carton of cigarettes, one packet of noodles were missing. The case is under investigation

Part 2.

On 26/06/01 between 1000 and 1030hrs, one of the biggest helicopters (MI 26) landed at Los Palos Stadium to bring some drinking water, fuel and other materials for ROKBatt.  Whilst the helicopter was landing, it blew away part of the roof of the stadium pavilion causing damage to the pavilion.  The damaged items remained lying on the ground unguarded and immediately the helicopter left for Dili.  Then the place became quiet and lonesome, and someone removed all of the items.  On 27/06/01 Land and Property member in Lautem UNTAET District came to Los Palos Sub-Station reporting that some zinc roofing sheets, wood planks and some wooden doors were stolen from the pavilion in the stadium.  There is no suspect identified yet and no witnesses so far.  The case is under investigation.

 

Part3.

On 21 June 2001 one UN staff named Andrea CARLBORN reported to Maliana Civpol Station that on 9th June 2001 items totaling about 830 US$s were stolen. She alleged in the statement that a suspicious cleaner woman named Magda LINA served in her house could have stolen these things.

On 25 June 2001 I asked Andre some questions to get more details of this case. Under my question, she told me all the information about the cleaning lady. She also told me that there are three constructors working in the backyard of her house. All of them also could have entered the living room and take some of the things from her bedroom.

 

On 26 June 2001 I went to DILI Prosecution Unit to request the Suai prosecutor to issue a suspect Magda LINA’s House Search Warrant based on the following reasons:

 

·           According to the victim’s statement, the items are totally valued about 830 US $s. It’s very big money in East Timor.

·           There are other 2 UN staffs living with victim in the other two bedrooms of the house. Lina was the only person who served inside the house cleaning victim’s bedroom.  Only the victim’s bedroom was stolen.

·           According to the victim, there is only one key for the victim’s bedroom. The victim always puts it inside a box in the living room. Only Lina use this key to get into the victim’s bedroom for cleaning.

·           According to the victim’s statement, the items were missing on the same day, 09/06/01 when the cleaning woman resigned and left the house. Another UN staff Carla who lives in same house also told the victim that the cleaning lady was in the bedroom on 09/06/01. The victim also alleged she saw the camera in the bedroom in the morning of 09/06/01.

·           I checked the house on 25/06/01, there are no broken marks on the victim’s bedroom door, windows and wall. The windows are fully covered by mosquito net and nobody could take something in the bedroom through the windows without breaking it. The only one door’s lock is in good condition and nobody could get in without broken it.

·           It’s reasonable to think about that the items could be hidden in the suspect’s house due to the characters of the items.

The Dili prosecutor checked all the files and issued a request for house searching warrant to Dili Court Investigations Judge. Then Joao H.de CARVALHO, Investigating Judge signed a House Search Warrant for searching Magda LINA’s house.

Q:  How many keys can be used to get into your bedroom?

A:    Only one. I always put the key in one of the boxes in the living room. Lena knows where it is. She can use the key to go into my bedroom and do cleaning work.

Q:    How many local people served for your house?

A:    We are 3 UN staff living in the house. Only Lena severed for me inside the house. Other 3 people worked in the back yard of our house and they are not supposed to come in the house.

Q:    When did you hire Lena?

A:    From April this year and she left on the statuary two weeks ago. It’s the same day that I found my items missing after I cam back from the beach.

Q:    Have you seen any other local people in your bedroom before?

A:    No. I told Lena that only she could go into my bedroom.

Q:  Where did you put your items in?

A:    I put all the items outside in my bedroom. I have some money in the bag in my bedroom also. It was not missing.

Q:    The day when the cleaning lady left, did you find if the door was locked or not?

A:    I found the bedroom door was locked and the key was in the same place of the box like before.

Q: Are you sure the items were missing in Saturday two weeks ago?

A:    Yes I am sure. Because before I went to the beach on that Saturday, I found the camera was in my bedroom and the mobile phone also. I could not find it after I came back at evening.

Q:    Did your friends who lived with you tell you if the lady came to your room that Saturday?

A:    Yes. My friend Carla was in the house that afternoon. She told me that the lady was in my bedroom that afternoon. She didn’t notice that if the lady took something out of my home.

Q:    Is it the first time you found something missing in your bedroom?

A:    Yes.

Q:    Why did the lady leave?

A:    Because she cannot work very well. I am not happy about it. Also I think she is angry with this.

Q:    Could you write down all of the details of your missing items?

A:    Yes.

Walkman, Sony sports, yellow. A tape (rolling stones). No head phones stolen.

Part 4.

On 27/06/01 around 1340hrs a local male from Caraubalo attended Viqueque Station and reported that one of his friends from Makadiki stole his wallet. He also stated that around 0700hrs while he was returning to his room after collecting some water, he saw his friend coming out of his room. Thus he suspected his friend taken his wallet which containing Rp. 100,000.00, his registration card and some traditional medicines. The case was referred to the Viqueque Investigation Team

Unit 11. Assault

Part 1

1.       On 26/06/01 around 2025hrs a local male from Baucau New Town reported to CivPol that he was walking along the road near the ThaiBatt HQ when suddenly an unidentified person assaulted him from behind using a machete. The suspect stroke him on the back causing the victim to sustain a superficial wound. He was brought to the MSF Hospital for treatment. CivPol immediately responded to the crime scene but the suspect managed to elude arrest. Follow-up investigation is being conducted.

2.       On 30 January 2001 at around 1900 hrs, a team of Civpol patrol was attacked by a group of about 60 local males. Reportedly, the patrol team responded to a call at UNTAET refueling station along Comoro high way regarding a traffic problem. While interviewing a local person who is complaining against the driver of UN vehicle number 150, a group of local males started kicking and attacking them. Other patrols and RRU arrived in the scene and dispersed the crowd. 

3.       On 31 January 2001 at around 0835 hrs a similar incident happened to a RRU patrol team.  According to the report, the RRU intercepted a vehicle going the wrong way on a one-way road behind the UNTAET complex. When the driver of the vehicle was confronted by the RRU, the driver behaved in an offensive and aggressive manner. The 2 passengers of the vehicle also came out and started assaulting the RRU. The crowd joined in by throwing stones against the RRU. The two RRU members were injured and the vehicle was damaged. The situation was put under control when other RRU members and Civpol patrols arrived to the scene.

Part 2.

On 27/06/01 around 0800hrs Baucau CivPol received a report that on 26/06/01 around 2215 hrs a group of unidentified persons hurled stones at the ETTA Building located in Tirilolo - Baucau New Town, which resulted in the damage of the glass of the front window at the main door and one window glass on the left side of the said building. Investigation conducted revealed that there were security guards on duty during the time of incident. The guards averred that on the above-mentioned time and date, they heard a lot of noises coming from the roof of the building caused by stones thrown over it. For fear of their safety, the guards hid and were able to observe a lot of people outside hurling stones at the building. Two of the suspects then went inside the compound and broke the glass of the front window of the main door and on the left side. The two then left the compound together with the other suspects. The guards averred that they did not recognize the faces of the suspects because of the darkness. The investigation is in progress.

Part 3.

At about 1700 hrs on Tuesday 4th September 2001, Maria and Madalena SOARES and their mother Anabela went to see another villager Selcom Joao BOSCO about a complaint that their goat had eaten beans belonging to him. He has begun arguing with the three women resulting in him striking Maria and Anabela several time with a machete. Both females received serious head wounds, penetrating the skull and exposing parts of the brain. Thy also have injuries on the arms and hands. Both women remain in a critical condition. Madalena was not injured. The weapon used was a home made steel machete about 40 cm in length with a 15 cm handle. Suspect Joao BOSCO has been disarmed by another villager. He was conveyed to Gleno Investigations. Both victims were flown by helicopter to Dili for treatment. Warrant was issued on 5th September in Dili to detain the suspect until 7th September for further inquiries. Statement to be obtained from witness Mmadalena and victims.

Part 4.

SEC EAST in Manatuto reported that five children and one teenager while on their way home were allegedly blocked by four unidentified persons. One of the suspects was wearing a military uniform and armed with a handgun while the three others were armed with knives. Accordingly, one of the suspects who has long hair grabbed the teenager and attempted to slash his neck but the latter was able to resist and managed to escape. The victim went directly to PKF and reported the incident.

Unit 12 Traffic accidents

Part 1.

1.       On 23/09/00 at about 1535hrs there was a traffic accident in front of Dili Cathedral between a civilian bus and Mitsubishi vehicle. The bus was approaching the T intersection to make a right turn when there was a steering failure and it continued straight across the road colliding with the Mitsubishi. The bus driver agreed to pay all damages in the other vehicle. No one sustained injuries.

2.       On 24/09/00 at about 1400hrs, there was an accident between two taxis. Apparently both vehicles collided and ran off into a canal. It appeared that two people may have been injured but both of them refused to go to the hospital and went home. The drivers reached an agreement regarding the damages and compensation. Inquiries complete.

3.       On 25/08/01 at about 1800hrs, an accident occurred on the Comoro Main Road involving a local mini-truck and a motorcycle. The driver of mini-truck # 720 white was a 29-yr-old Australian residing at Aimutin. The driver stated that while he was driving from Dili towards Aimutin, he attempted to make a right turn and had his right blinker on. The rider of a black Honda motorcycle from Colombia riding at the same direction did not observe the blinker and tried to overtake the mini-truck. This caused a collision. Both vehicles have minor damage. The rider has minor injuries. Both parties agreed to repair their own damages.

Part 2.

On 11/08/01 at about 1500 hrs the Human Rights Officer of Baucau District together with the truck driver reported to Baucau CivPol Station that a traffic accident occurred in front of the DA’s Office involving the vehicles they were driving. Accordingly, the Human Right Officer who drove UN vehicle # 776 was on her way to her accommodation from Gariwai when a truck driven by a local male suddenly moved to the left side of the road. Assuming that the truck was going to park without using the turn signal, she moved to the right causing her vehicle to collide with the truck. Neither of the drivers suffered injuries while the vehicles had minor damages. 

Part 3.

 On 02-08-01, at 1100 hrs, a motor vehicle accident occurred on the road along Tokoluli Village, Grid ref: 652 375. A bicycle ridden by two local persons namely: Joao Soares- 16 years old and Amaro Martins- 12 years old, was hit by a local truck. The truck- with registration nr: 50059, colored yellow was driven by Felix Da Costa- 26 years old, with License nr: 0138964, from Mirtutu village. Accordingly, while he was driving along Tokoluli road towards Gleno, he hit one bicycle ridden by the two victims. The victims-Joao Soares received very serious injury in his left leg and was immediately brought to the AMI hospital by the driver himself, while Amaro Martins suffered minor injuries on his hand and leg. CIVPOLs brought the Felix Da Costa-driver to Ermera District Investigations for investigation of the case.

The following is a dialogue between the Civpol and the driver.

P:   What’s your name please?

D:   Felix Da Costa.

P:   Your date of birth?

D:   I was born on 21-03-75. I’m 26 years old.

P:   Do you have a driving license?

D:   Yes. Here you are. The number is 0138964.

P:   How did the accident happen?

D:   Well, on 02 August, 2001, at about 1100 hrs, I was driving along the road near Tokoluli village. Two boys were riding a bicycle in front of me. Suddenly, for no reason, they rode to the middle of the road. I just had no time to stop the vehicle.

P:   What happened next?

D:   I saw one of them was badly injured in his left leg, so I immediately brought him to the hospital for treatment.

Part 4.

On 03-08-01, at 1630 hrs, a team of CIVPOLs and ETPS proceeded to Railako District Border to the reported traffic accident. Upon arrival at Faheten village, CIVPOLs saw that one truck belonging to UN,Vehicle nr: UNHCR 60558 was involved in a collision with another local vehicle. The driver suffered minor injuries on his body. The vehicle had its front portion dented and the front screen/ mirror cracked. After the incident, the other vehicle was driven away towards Dili. It was described as a yellow truck, owned by NCBA. Liquica CIVPOLs were contacted and immediately informed of the traffic accident for them to conduct investigation of the case.  

Unit 13 Other accidents

Part 1.

1.     On 10 August 2001 at 1115hrs nine prisoners escaped from the CDC Becora Prison through the guard tower. They broke the lock using a metal bar, the details of which are not known at this time. Two of them were recaptured immediately and the seven, who are all residents of Baucau area, made good their escape. All attempts are made to search and recapture the escapees.

2.     At about 1400 hrs, the same day, a 21-year-old male Timorese prisoner, also resident of Baucau, made good his escape while warded at the Dili hospital. He slid through his handcuff, which was fastened to the bed, and jumped out of the window. He later surrendered himself to Civpol.

3.    About 1735 hours on Monday 10 September 2001 CivPol Officer Jonas ANNOR, CP2573 (Ghania) accidentally discharged his firearm whilst clearing his weapon prior to lodging it for safekeeping whilst on CTO.The firearm was being cleaned in a safe area outside of the station under the supervision of the Station Duty Officer, Julie FAUCHER, CP2911.There were no injuries or damage caused by the discharge. The only case of interest in the month of November 2000 was the Sudden Death of one SIMAO SOARES 35yrs old an inmate at the Gleno Prison, Fatukero. The deceased was playing volley ball with other inmates when he slumped on 04/11/00 at about 1500hrs and was pronounced dead at about 1530hrs the same day by Dr. Manuel T. de LARA of AMI hospital Gleno. His remains were transported to Dili mortuary for autopsy. Autopsy report is still not out. The deceased is reported to have complained of discomfort some few days earlier and was attended by the same Doctor.

Part 2.

On 05-02-01, about 100 young people gathered to protest against violence in ET, especially in DILI. They were carrying some banners in local language with the words meaning " STOP CORRUPTION, COLLUSION AND NEPOTISM, PRIORITY IS THE LIFE OF THE PEOPLE" and " "STOP VIOLENCE, PEOPLE HAD SUFFERED ENOUGH.” The episode took place peacefully and ended up during lunch time.  The event seemed to be related with the last happenings in DILI, including the incident in front of DILI University last week involving RRU and one of the leaders of CPD-RDTL, CRISTIANO da COSTA. Some of the protesters were students from the University. This demonstration clearly indicates the division and allegiance of the population to different Political parties and groups. Demonstrations of this kind will continue taking place during this period and the possibility that they could lead to violence is of concern. The manipulation of last week’s violence and this demonstration clearly illustrates that CRISTIANO da COSTA is using criticisms of UNTAET to improve the level of support and legitimacy of CPD-RDTL within DILI.

Part 3.

On 30/06/01, at 0230 hrs, CivPol unit were assigned to an accident scene in the area of the cathedral by the road to Surik Mass. While they were attending the scene, a vehicle approached at a high rate of speed so they motioned for it to slow down. The vehicles driver applied the brakes very hard causing the vehicle to skid and causing the CivPol to be suspeicious of the drivers condition. They made the vehicle pull to side of the road.  The vehicle stopped was UNTAET 511. The CivPol detected that the driver , a international female, was drunk and removed her from the vehicle where she was taken to Dili Station.  Upon closer inspection of the vehicle 511, fresh damage to the drivers side front was observed (turn signal was broken, fresh dirt and debris under the vehicle, also oil leaking from the engine).  CivPol could smell an odor of an alcoholic beverage on her breath. She did not have a UN identification or drivers license with her.  She also did not have a Portuguese driver lesence with her (she said she is of Portuguese nationality). 

The following is a dialogue between Civpol and the driver.

P :     we noticed that you were driving the UN vehicle at a high speed. Do you have a driver’s license ?

D :     Yes, but I, I did not bring it with me.

P :     Can I look at your UN ID card ?

D :     I do not have it on me.

P :     What’s your name ? and your nationality ?

D :     I am Portuguese.

P :     We noticed some damage to the vehicle. The turning signal was broken, and oil is leaking from the engine. Were you involved in any car accident ?

D :     No.

P :     Are you sure ?

D :     Er, i may have hit something at the Comoro round-about because the road is bad there.

P :     What’s the cause of the accident ?

D :     ...

P :     There is a smell of alcohol in your breath. Did you drink alcohol ?

D :     Yes, but only a little.

P :     Can you provide a statement as to your condition, the vehicle’s damage, your general activities at night ?

D :     No.

P :     In that case, we have to take you into custody. Can you provide a statement ?

D :     No.

Part 4.

On 12/07/01 a local male attended Dili Station and reported that on 22/06/01 he went with a friend to buy a motorbike at the Suai border. They met with a man who proposed to them to go to the Indonesian side where they could make cheap business. When they crossed the border the man alerted the Indonesian Military Authorities who arrested and jailed them at Laktutus. On 10/07/01 he escaped from the jail whilst his friend was transferred to Atambua Prison. He suffered injuries due to beating over the right eye.

Unit 14 Other accidents

Part 1.

1.       On 19/08/00 at 1500hrs a local by the name of Evaristo De Deus from Ecricto close to Paramin village in Atsabe sub district (Grid:6411) reported at the Civpol station Atsabe that two days ago that is on 17/08/00 between 0600 hrs to 0700hrs, while he was at home alone and his family was outside but not far away from the house, six (6) militias came into the house and ask him to bring food, when he went out as if to bring supplies he informed his family and all escaped from the area. They stayed in the bush in Atsabe area for two days.The six (6) militias were in civilian attire, military boots and all carrying long barrel weapons and hand grenade.

2.       On 20/07/01 in the afternoon the Uato Haco Village Chief in Venilale Sub-District reported to Venilale CivPol that in the morning of the same day one of his constituents reported that they found the body of a local male hanging on a tree at the side of cliff on the top of the mountain. CivPol and ETPOs with two nurses from the catholic clinic proceeded immediately to the spot and saw the victim still hanging on the tree in a state of decomposition. The wife of the deceased stated to CivPol that he was very depressed due to successive deaths of his two children. CivPol is investigating the matter.

3.       On 22/03/01 at about 1030hrs, a 29-year old local male, UN local staff, attended Dili Station and reported that he had lost his UN ID card #L-1067 in a UN bus.

Part 2.

On 23/03/01 at about 1400hrs, Civpol attended JP-Memo following information being disseminated by the UNMOG about illegal border trading. At 1100hrs Civpol were advised by PKF at JP-Memo that they had observed a gathering of approx. 20 persons in the middle of the river. Five persons had been observed walking from West Timor carrying various goods. These persons dispersed prior to Civpols attendance response to information indicating possible illegal trade further up the river Civpol and TLPS walked to this location and saw 4 FSP members. They stated they were from Memo and performing security of the border. In response to questions about illegal trading they stated they had not seen anything. Three TNI personnel were sighted on the West Timor side of the river and were indicating for Civpol and TLPS to cross the border to speak to them. This gesture was declined at which point the TNI crossed the TCL to the East Timor side of the river. One TNI was wearing uniform and armed with an M-16, other two were wearing plain clothes and unarmed. As no interpreter was available, TLPS officers spoke with the TNI about cross border trading. They (the TNI) indicated that they working to decrease the incidence of trade across the border. They commented further that they did not wish to be responsible for what might happen to the persons who cross the border into West Timor. AUSBATT CMA and UNMOG informed.

Part 3.

On 23/03/01 at 1415 hours one local male attended at the station and reported that he and a number of other locals were cutting a tree in Railako Kraik (GR689394) when the tree fell and killed one local and injured an another. A Civpol Officer departed immediately to the AMI clinic and collected the doctor. At 1425hrs one Civpol, the doctor, two TLPS and one interpreter departed the station to the incident site. At 1535hours the Station Commander advised he has arrived at the scene of the incident and there appears to be two persons with leg injuries only at this stage and there were no fatal casualties. Further he reported that one male has a head injury with severe lacerations and a second male has arm and leg injuries without broken bones. Both males will be assisted out of the area and conveyed to Gleno AMI hospital for treatment.

Part 4.

On 27/11/00 at about 1430hrs during a traffic control operation near the Telstra Building, Dili, an RRU team noticed a taxi driver driving at a high speed putting in danger other road users and pedestrians. An RRU Officer ordered him to stop, which he disobeyed and tried to escape. He was then detained and transported to Dili Civpol Station.

Unit 15. Violence and assault

Part 1.

1.    On 03/02/2001 one interpreter of Baucau Civpol, reported that on 02/02/2001 at about 1300hrs, while he was along the main road in front of UNTAET GPA in Dili, two unidentified persons suddenly beat him and tried to take away his bag containing some important documents. One person who witnessed the incident intervened and prevented the suspects from getting the bag of the victim. The interpreter was brought to the UNTAET clinic where he regained consciousness and later pronounced out of danger. Civpol investigation is ongoing.

2.    On 10/07/01 a local male attended Hatoudo CivPol Station and reported that another local male approached his farm at Raibere Sub-Village and a quarrel happened between them because of a buffalo that destroyed his rice field. The suspect cut the leg of the victim with a machete. A CivPol team attended the scene and took the victim to the hospital. After that the suspect went to the CivPol Station and he is now under arrest in Ainaro cells.

3.      On 09/07/01 at 0110 hrs at the Café Timor a Kenyan soldier was assaulted by five Timorese males. The soldier was immediately rushed by Timor Ambulance and is receiving treatment at the UN military hospital. Meanwhile Dili Civpol detained the five locals. The cause of the attack is not known yet. No weapons were used in the attack. The condition of the soldier is stable. Suspects were drunk when arrested.

Part 2.

On 25-12-00, OSCAR OSORIO CONCALVES reported that his relative from KUPANG  was assaulted while having a picnic with his wife and friends at the BEACH. The victim knew the assailants and the details have been reported to CIVPOL BECORA. The victim was spending his Christmas in DILI as part of the " visit and see " program before deciding to settle in ET. The reason for the attack is unknown. However, this attack demonstrates there are real security concerns relating to the return of refugees from NTT, particularly those associated with Pro-Integrationist parties. This attack could also be used by pro-integrationists of the lack of security within East Timore.

Part 3.

On 23/08/01 at about 1910 hrs a local male aged 19 years residing at Because Becora reported to Becora Station that he was a victim of an assault and the suspect was at his house. The suspect is local male aged 29 years residing at the same village. Becora 57 attended to the suspect’s house, upon arrival the patrol vehicle was stoned by the local mob, causing a broken left rear window on the UN # 523 vehicle. Dili HQ was informed and requested backup. On the arrival, Becora Patrols and Echo Patrols, all fighting had ceased and suspects had left the scene. The case was recorded and referred to the Dili Investigation Unit. 

 

Part 4.

On 24/08/01 a local male reported to Dili Station that on 13/08/01 at about 2200 hrs approximately 10 local persons assaulted him in his house. He stated that he did not know the reason, but he had had a traffic accident with a lady in the morning and he suspects that it was connected with this. The case was referred to Dili Investigation Unit.

Unit 16  Traffic accidents

Part 1.

1.       On 12 August 2001 at 1100 hrs an accident occurred in Los Palos on the road near Fohema on the way to Illiomar, 3 km outside of Los Palos. Preliminary investigation by CivPol revealed that the deceased was traveling in the back of a covered truck together with a buffalo when suddenly the buffalo became agitated. This frightened the deceased and he suddenly jumped out of the vehicle striking his head on the floor. The male sustained fatal injuries.

2.       On 12 August 2001 a traffic accident occurred near Aipelo Sub-Village, along the coastal road. A Timorese male, aged 20 years, had been riding on top of a mini-bus and fallen off hitting the pavement with the back of his head. No signs of life could be found. He was pronounced dead on arrival at Liquica hospital.

3.       On 20/07/01 around 1430hrs, one international driver from “Hami Construction Company” in Dili came to Viqueque Station and reported that he was driving from Uato Lari towards Viqueque and his truck hit some tree stumps and caused a traffic accident near Raitahu village. One passenger, an Australian Teacher, who was sitting next to the driver sustained minor injury on his foot and another local male had slight bruise on his forehead. The truck’s front windscreen was also broken. The case is under investigation.

Part 2. 

At 1050 hrs about seven kilometers on the road Gleno to Dili there was a traffic accident. Two vehicles were involved: one TATA No.557, driver CP 2312 named DHAN LIMBO and another vehicle, motorcycle – private, belongs to DADOKHON MAHMUDOV international staff, works for communication section in Dili. Driver of the motorcycle got a broken left leg, and the  passenger of motorbike FIDELE UWAMAHORO, an international staff working for Receiving and Inspections Unit, DILI, got a minor injury on left leg. The driver and passenger of TATA were not injured. The right foreside light of TATA and right side of the motorbike was damaged as the result of the accident.

Part 3.

On 22/06/01 around 1330hrs an Australian PKF Officer attended Liquica Station and reported that around 1100hrs their Army “Land Rover” vehicle #49308 had a contact with a local bicyclist on the main coastal road near Kauteho Sub-village, Mountain Village. The driver was forced off the road to avoid a collision with a Bangladesh PKF vehicle. This caused the Land Rover to move to the left edge of road making minor contact with the cyclist. The Bangladesh vehicle did not stop and continued on his way.  The cyclist, a local male, was assisted and released at Liquica Hospital. He just had pain in his right wrist and no other injuries.

Part 4.

On 23/06/01 around 0800hrs, a fatal accident occurred in Dair Sub village, along Maubara road involving a motorcycle and a pedestrian. Due to the accident the rider of the motorbike sustained serious injuries in the head and died whilst he was being transported to Hospital.

 

Unit 17 Kidnap

Part 1.

1.       Mr. Domingos Gusmao stated that on 26/02/01, under his permission, his elder sister Rita Da Costa, about 40yrs of age, took his son Albano Da Costa Gusmao and three other kids of Rita left Laleia to Dili, for the simple reason that he would like his son to know where his sister’s accommodation is located in Dili. On 28/02/01, Domingos was told by his another sister Bernadete that Rita and the four children left for West Timor on 27/02/01. Since then, he didn’t have any information with regards to his child’s whereabouts.

2.       On 28/11/2000 one local Timorese reported that around 1130hrs on the same date, four unknown males had abducted his daughter, from Balide Senior High School. The suspects were in a grey color Corolla vehicle with no license plate. This case was referred to Civpol Investigation Unit.

3.       On 28/11/2000 one PKF soldier reported that on the same day at about 0700hrs he witnessed a kidnapping of a Timorese female by five unidentified local male persons. Further investigation revealed that the above lady came back home on the same day and was not interested in pursuing the case. Case closed.

Part 2.

On 10/09/00 a case of alleged abduction involving two minor girls aged 10 yrs and 12yrs old was reported to CIVPOL. The two girls are believed to be MARIA (10 yrs ) and MATILDE (12 yrs) both from FATUBESI village.

Information was received that the two girls went to fetch some firewood on 09/09/00 at 15:00 and did not return back to their home. The family members went to report to the NUREP that the girls were abducted.

CIVPOL started with their search for the two girls and it was later learned that the two girls were not abducted but went far into the filed where they got lost, and followed a  man who was walking towards ERMERA and later find themselves in ERMERA where they spent a night at a certain house and back to FATUBESI village the next morning.

Part 3. Listen to the passage and answer questions.

On 03/02/2001 Ainaro Civpol Investigations arrested a local man, 20 years old,  who was wanted in relation to a serious assault in the Aituto area. Whilst arresting the suspect a shot was discharged by Civpol to prevent assaults on police by friends of the suspect. At about 1200 hrs as a result of that arrest, associates of suspect took a member of the TLPS, aged 31 yrs, hostage in retaliation for the arrest of the suspect, demanding his release. Civpol and PKF members attended the scene and prepared to negotiate. However prior to attending the scene he was already released and his captives fled into near-by mountains. A full investigation is currently being made into the matter and the surrender of the offenders is being negotiated with village elders. Ainaro Civpol is escorting the suspect to Dili for detention and appearance in court. The TLPS Officer did not receive any serious injuries and TLPS manager is looking into any related welfare issue.

Part 4. Dictation.

On 04/02/01 at about 0815 hrs, one East-Timorese male reported at Station that on 04/02/01 about 0500 hrs. he and his brother were coming from ICRC Hospital on their way to their house. When they were near the Timor Post Office, suddenly eight unknown local men came by taxi and motorbike and stopped their car and started to beat them. So they started to run. Complainant further said that he has not seen his brother since then and suspects he has been abducted. Case is handed to investigation.

 

Unit 18 Property dispute

Part1. On 31, 10.01, a female Serb reported to IPTF that her house located at Armijie had been illegally occupied by a LPO from the Ministry of Interior since 1998. She stated that despite the decision by MRDP in her favor, the LPO has not been evicted so far. IPTF will investigate.The case is open.

2.       On 29.10.01 at 11.30 hrs, a female Bosniak complained to IPTF against a male Croat LPO who had moved forcibly in her brother’s house recently in Mostar South. The complainant further added that previously the mother-in-law of the LPO was occupying the same flat. The Housing Authorities had promised her that a decision would be made in 05 days but now the LPO had moved in that flat. The complainant stated that her brother was presently residing in USA. The case is open.

 

Part 2. In 1999 at the Indonesian time Mr. Mohammed asked his father-in-law Mr. BRITIS to build a house for him in Hatolia Village, so Mr. Mohammed brought for Mr. BRITIS materials consisted of 40 wood 40 cements and 25 iron sticks. Mr. BRITIS built the house but he did not finish it because of the materials were not enough. So he informed his son-in-law Mr. Mohammed about that and left for home to rest until more materials were available. But Mr. Mohammed dealt with other carpenters Mr. BORGES and Mr. LSIANO to continue building the house and promised to pay them 800,000 Rupiah. Then during the war the carpenters came to take the money but Mr. BRITIS told them that Mr. Mohammed ran away to Indonesia. Mr. Britis is now living in the house, so the carpenters insist that he pay the money, which he has refused to pay. The case is referred to court.

 

Part 3. On the morning of 10 October, 1996, a Serbian Family returned from a refugee camp to find a Croatian family living in their house. After an argument with the Croatian family the Serbs went to the Local Police to report the incident.

The Local Police told the Serbs that they would not be able to move back into their house because the house had been turned over to the Croats by the Municipal Housing Authority with the Bosnia-Herzegovina Federation concerning abandoned houses with states, and could be occupied by anyone registering with the Municipal Housing Authority.

After reporting this to the local police, the Serbs went to the local IPTF Station to complain about the way they were treated by the Local Police, who happen to be Croats also. The IPTF Station Commander assigned the case to the Investigation Officer and requested him to accompany the Serbs to the Local Police to try and resolve the issue of residency.

Upon investigation, the officer at the local police station who met the Serbs had acted properly by giving the right information to the Serbian family. The Investigation Officer then advised the Serbian family to contact the local UNHCR office and follow the correct procedures to move back into their house.

 

Part4. On 08-10-2000 at 1445h one MARIA BRITAS reported to Civpol that there was a farm land dispute and threat to life reported to her son that morning. At about 0800hrs, one BORGES came to their house holding a machete threatening her son GOMES because of a farm land issue. Based on the report the Civpol visited the scene and interviewed the two parties. The parties agreed to discussed the matter before the village chief and find a lasting solution within three (3) days and report the result to the Civpol.

 

Unit 19 Illegal possession of weapons

Part 1.

1.On 26-10-01 at 2210 hrs, a female Croat reported to Usora LPS that three Croats had thrown an explosive device in front of her house in Usora (GR359-539). Neither material damage nor bodily injuries were reported. On searching the house of one of the suspects, LP found 50 boxes of ammunition and one hand grenade, which were confiscated. Offence charges would be filed against him for illegal possession.

2.On 04 February 2001 at about 1530H, one (1) person named Mr Rui Alberto PEREIRA whose nationality is still to be determined was held in Civpol custody for possession of 11 live ammunition of Cal .303 and one expended cartridge of 12 Gauge shotgun inside a Toyota Land Cruiser he was driving. The ammunition were found inside the vehicle when it was stopped and checked by the RRU performing checkpoint operation in Tirilolo Village, Baucau New Town.  The vehicle is registered in the name of Mr Carlos Goncalvez, a resident of Amelia Restaurant, Baucau Old Town.Civpol is investigating the case.

Part2.

On 15/01/2001 Dili Seaport Civpol reported the arrest of a local couple from Viqueque Region. Confiscated from their possession and control are 70 rounds of 5.56 mm ammunitions and two (2) empty magazines of M16 rifle. They are part of 70 passengers that were unloaded at M/V AYA-3 from Surabaya, Indonesia. One team from National Investigation Unit (NIU) and PKF were dispatched to conduct further inquiry. The arrested couple was temporarily held at Border Control Unit UNTAET and consequently turned over to National Civpol Investigation Unit. Since it is only the husband who was caught in possession of said item, he was presented to Dili Prosecutor who then issued a Warrant of Arrest for 72hrs detention while the wife was later released. The suspect is now detained at Becora Prison for final investigation.

Part 3.

Yesterday on 18 August 2001 at about 14:00 hrs we departed from Liquica to Maliana  to get some rice and to buy chickens and a goat. We arrived in Maliana  at 17:00 hrs. My two friends sitting beside me are named Francisco and Alarito. All of us amount to 11 people: 3 in the front, 8 at the back of the truck. My friend Domingos, owner of that truck was riding a motorbike (without passenger). After we arrived at Raifun village we just stay at home and at about 1900 hrs I went to sleep in the car. I didn’t know the other people. We woke up at 0500 hrs and I checked the car and oil and everything else. But I did not check the tires. At about 0800 hrs (19/08/01) we departed from Raifun and went to the Market. When we arrived at Tunabibi (PKF Compound) PKF asked me to stop and I parked that car. PKF searched the car and found a pistol inside the spare tire. It was hiden by Domingos DOS SANTOS.

Q: Did Domingos recognize he is the owner of that pistol?

A: yes. He recognizes.

Q: do you know Domingos before?

A: yes. I know him at past time.

Q: what does Domingos work now?

A: he is a teacher of high school in Liquica.

Q: do you know before that Domingos has the pistol?

A: yes. I knew when I was in Liquica I heard conversation between Domingos and Marcelino DOS SANTOS. Marcelino said to Domingos “don’t bring the sharp things.” And I was amazed at what I just heard.

Q: who told you that Domingos brought the gun?

A: No one. I just heard their conversation.

Q: do you know where Domingos got the pistol from?

A: May be from his brother Viente. He works in Suai.

Q: Has Domingos brought gun before?

A: yes. He’s ex-Falentil. He often holds his brother Vicente’s pistol.

Q: Domingos is ex –Falentil. And you said that Domingos was the owner of that truck. Where did he get it from?

A: I don’t know.

 

Part 4. Dictation

On 29-10-01, SFOR discovered an illegal weapons storage site near grid reference 360-830. The weapons are not stored at a registered weapons storage site, which is a violation of the Dayton Agreement. SFOR has made an inventory of the weapons and will investigate further.

Unit 20 Arson

Part 1.  

1. On 27 March 2001 at about 0600H, Civpol residing near the Buruma Village Chief’s Office were alerted by the local people that the said office was burning. The Civpol with the help of the local people managed to put off the fire immediately. Thus, the building was damaged slightly. Incident is under tight investigation.

2. On 12/02/01 a Civpol team proceeded to Raetem Village in order to investigate the arson case that occurred on 08/02/01. Investigation revealed that the burning was accidental for the owner of the house did not completely put out the fire whilst cooking that night. The unextinguished fire ignited the kitchen, which is a separate building and wholly made of bamboo.

3.       In retaliation to the breaking of the glass of the minibus, a house, owned by Mr Armanso Soze at Maukale village was burned by people of Gariuai village. Ten persons have been identified as being involved in the house burning. Reportedly, the house was empty and without occupants.

 

Part2.

About 1805 hrs on Friday 14 September, NOC informed Gleno base that a helicopter observed a fire in the forest area of Lauala Village in ERMERA.

About 18010 hrs, CivPol and ETPS departed Gleno Base for the area of the fire. Approximately 5 houses had been burnt down in the village, along with the belongings in those houses. No persons had been injured in the fire.The fire was still going strong because of strong winds in the area.

About 2030 hrs, CivPol and ETPS returned to Gleno and reported that the winds had died down and, although the fire continued to burn, there was no longer any danger to people or property. A patrol and investigation team will attend the scene in the morning to assess the cause of the fire, and the total property damage.

 

Part 3. The victim was at home in Gleno on 2 September 1999 with her family (total 14 persons) and was woken up about 0100 by noises. She looked out of the window and saw that her son’s house, next door, was on fire. She then saw a known SGI member, Hermengildo Soares PEREIRA, set fire to her vehicle which was parked next to her house. The house she and her family were in was then alit and they all fled the house. 

Civpol attended the scene and photographed the location and the vehicle remains. Statement obtained from the victim. The case will be referred to Serious Crimes Unit for further investigation and an interview will be given to Hermengildo Soares PEREIRA, who is in custody at present in Bocoro Prison.

The victim/witness appears credible and was able to show Civpol the locations of the events. Her husband is reluctant to make a statement in this matter. The victim states that she is able to identify the alleged offender by sight, as she has known him for more than twenty years.

 

Part 4. Dictation.

On 01/10/01 around 2030hrs three houses were burnt and another four were destroyed at Teliono Sub-Village by a group of about 30 persons. The reason for this incident was that a local male from Nonoolo was attacked by a group of teenagers from Teliono. During the attack, a companion of the victim was able to escape and reported the incident to Nonoolo villagers, who proceeded to Teliono and destroyed the houses as an act of retaliation.

 

Unit 21 Disturbance

Part 1.

1. On 02 December 2000 at 1230H, a disturbance between the two (2) party leaders and supporters occurred. The Civpol and RRU managed to calm down the situation and separate the two (2) groups. The leaders of the two (2) parties were once again brought to a meeting at the Venilale Station and advised to settle the issue peacefully. The meeting lasted until 1925hrs and both parties agreed that they will continue with the meeting the following morning and whatever decision they will arrive, Civpol will be informed accordingly.   

2. On 03 December 2000 at 0645, youths armed with machetes, sticks and stones attacked the CPD-RDTL leaders and party members while inside the house where the continuation of the meeting was to take place. Civpol responded and managed to control the situation. In the meantime, the District Commander proceeded to the scene together with Civpol teams. Roadblocks were set up on the road leading to Venilale to prevent party supporters and members from joining in the incident.

3. At approximately 1150 hrs, 14/02/01, Civpol patrol units were dispatched to ICRC Hospital in reference to a group of former hospital security workers gathered in front of the ICRC building protesting the expiration of their contracts as well as asking for new jobs.  The situation ended around 1340 hrs after the negotiation conducted by OIC of Becora Station.

 

Part 2. Listen to the passage and answer the following questions.

At approximately 1500hrs on 21-10-00, a large gathering in the village of Wailili was reported by a PKF patrol. The PKF patrol reported that a group of fifty (50) people were fighting in the village. Two CivPol patrol cars were dispatched immediately. Preliminary inquiries revealed that, for unknown reason at this time, a group of youths attended the village’s chief residence and utter death threats towards him.  Friends of the village’s chief confronted the youths and a conflict took place between a friend of the chief and the head of the youth gang. The youth gang was subsequently pursued by angry villagers. The village chief was interviewed by Baucau station’s investigator and the names of the youths responsible for uttering the threats were obtained. In addition to the CivPol in attendance at the village, were PKF and RRU units. This matter is still under investigation.

 

Part 3

On 01/01/01 at about 0110 hrs, a serious fight occurred at a restaurant located along Comoro road near the heliport. The incident happened while a New Years Eve Party was going on. A male Singaporean working with a private firm and an associate owner of the restaurant allegedly assaulted the Dili Regional Commander of Falintil. The suspect was alleged to have used a bottle to smash the victim’s head. The victim sustained a cut on the forehead. While the responding Civpols attempted to pacify the victim, some East Timorese who witnessed the incident, spontaneously reacted out of control and attacked the Civpol team with rocks. As a result, two Civpols were seriously injured, one was confined to the ICRC Hospital for a fractured finger and another Civpol was treated and discharged. The assistance of RRU was later requested, as the situation could not be easily contained. Several cars were smashed, some belonging to the UN. The victim was advised to undergo medical attention and thereafter attend the station at 0900 hrs with his witness. The suspect also sustained minor injury and was attended to and presently in custody.

 

Part 4.

 On 29/11/2000 at about 1910hrs Civpol received information regarding a fighting between two groups in Kampung Baro. On arrival, Civpol found that it was related to a case of fight which had occurred a few days ago between the same groups. At the time, both groups were ready to attack each other again on account of taking revenge. The problem was resolved at the scene amicably; also they were invited to the Civpol Station next morning for further investigation. Comoro Civpol patrol teams maintained constant patrols at the place of occurrence to observe the situation.

Unit 22 Intimidation

Part 1.

1. At 8.15 pm on 30/07/00 CP 886 reported that persons were throwing rocks on the roofs of houses near his accommodation and two off duty PAGs were in pursuit of the suspect. CivPols both on and off duty attended and a search of the area was made but no offenders were located. 

 

2. At 1.00 p.m. 31/7/00 Renato Panao SOUSA of Boanurack village came to Viqueque Police Station and claimed that at 7.00 am he was threatened in his home by Antonio OLD of the same village. It apparently was the result of a work dispute as the pair has worked in a rice field together for some time.  The matter was resolved with assistance from CNRT and village chief to the satisfaction of the complainant.

 

3.On 05.08.00 AMELIA MONTERIO, aged 26 years, came to the station and reported that sometime around January 2000 her sister Jouna Da Silva was raped by a neighbor ELIAS (no further information at this stage). She gave birth to a daughter on 2/8/00 and a meeting was arranged between the families.  On the 4/8/00 her sister, her mother and her were threatened by a group of the boys family. She has requested police presence at the meeting on 6/8/00 to keep the peace and also to question the girl about the allegation. 

Part 2. Listen to the victim’s statement and answer the following questions.

My name is JOAO MONTEIRO and I am 42 years old.  I live in RAELAKO CRAIK. 

Yesterday , Friday, July 27, 2001,at about 2000 hrs, when I was having dinner with my family, I saw my brother JONICO DE JESUS running by my house and was chased by MARCELLO who was holding a machete. Then MARCELLO stopped at my house and asked me if I will join ASDT in which he took part. He also threatened that if ASDT can not win the election there will be another war in this country. I answered that this is a democratic country and which party I will join is based on my own opinion and shouldn’t be forced. Then MARCELLO took his machete again and said if I didn’t join ASDT he would kill me. I was so scared that I just ran to my neighbor ANIBAL who is the leader of ASDT in this village and asked for help. ANIBAL didn’t go out but asked another neighbor DOMINGOS DACOSTA who is the vice NUREP of this village to deal with the matter. When MARCELLO saw DOMINGOS he went aside and hid his machete. Then I told DOMINGOS that MARCELOO wanted to kill me with his machete which he hid somewhere when he saw DOMINGOS was coming. DOMINGOS asked me to find the machete, which I did from the back of my house. I didn’t return it to MARCELLO or handed it to DOMINGOS but said this was evidence and I would report to CIVPOL about the incident. DOMINGOS also agreed that I had already been threatened by somebody with machete and it’s necessary to report to CIVPOL.

MARCELLO then left my house.

Part 3.

At 09.00 hrs, a local man called to the Civpol Station and reported that a hand grenade was thrown through the windows of his house. The incident occurred last night at 11.45 hrs and the kitchen was badly damaged. The man stated that he saw two men running away from the house immediately after hearing the explosion. He described the men as follows: the first one was about 20 yeas old, with long dark hair, and he was wearing a blue jacket and blue jeans. He was tall and thin and walked with a limp. The second one was also about 20 years of age but was much shorter and heavier. He wore a red jumper and blue jeans. The men reported the incident to the local police a few minutes after the occurrence but thought they would do nothing about it. He reported something to them before and they did nothing. Civpol are coordinating with the local police.

 

Part 4. At 1530hrs, 02-03-2001, luis Ornai was stopped by Agustinho at Behau area when he was driving a mini bus from Dili to Manatuto. Agustinho put a machete on his shoulder and asked who bought birds without paying yesterday. Luis answered he hadn't bought birds. Agustinho threatened Luis that: "You work for UNTAET. All the persons who work for Untaet must be careful. We'll kill you someday." The next day, Luis informed civpol of the above case. The victim and the suspect were told to come to Manatuto station to have reconciliation on 09-03-01.

Unit 23 Murder

Part 1.

1. Ana LEMOS was abducted and killed by Militia and TNI in Gleno on 13/09/99. Civpol found witnesses of this killing and located the corpse. An autopsy was performed. She left her mother, Ines LEMOS and three children behind. The file is with the Human Rights Unit.          

2. On 31.10.01 at 15.20 hrs, IPTF was informed about a shooting incident that took place at the restaurant of the fuel station “AREX” in Brcko. One local vehicle with two perpetrators arrived at the aforementioned restaurant and started to shoot at the customers. One male was shot dead and another one was seriously injured and was rushed to Tuzla Hospital. CID and IPTF went to the spot. LP has started the investigation.

3. On 26-02-00 at approx. 1260 hrs, Martins stated that on 16-09-99 at approx. 0900 hrs, he was driving a vehicle transporting persons to West Timor when he was ordered to stop by a soldier with the militia and TNI. He stopped beside the road where he observed Biriatu Maya sitting on a bag of rice. He went up to Maya and began kicking and biting him. He then took out a gun and shot Maya in the back, killing him. They then got back in the vehicle and continued on to West Timor.

 

Part 2.

Fill in the blanks with the information you hear.

On Friday 10 September 1999 the defendant was at Comoro when he is alleged to have shot and killed Franseco Smith. The Victim was then taken by the defendant and buried at grid reference 463712.

The defendant was interviewed and stated he was responsible for the murder. He stated he had gone to the area of Comoro and knew Mr Smith. He had an argument with him over the upcoming election and shot Smith with an automatic rifle because he did not like him. He shot him once in the head killing him. He then took the body and buried it so he would not get in trouble for the murder. The body of Smith was recovered and there was a bullet hole in the head.

 

Part 3. At approximately 2000 hours on 23/07/01 Delta Base received a call for CIVPOL assistance at the Waste Master compound in Fatuhada, Dili. Comoro Station Patrols responded to Fatuhada, but were redirected to the UNTAET Military Hospital. Upon arrival CIVPOL officers were told a 50-year-old Australian National Terry STONE had been stabbed at the Waste Master compound and subsequently died from the wound received.

Dili District Investigation Teams interviewed witnesses and developed information on two Timorese suspects, MARIANO SILVA and his brother-in-law AGUSTINHO SOARES. SILVA was reported to be the ex-husband of BERTA SOARES who was having an affair with STONE.

Witnesses stated the two suspects entered the compound at approximately 1930 hours. STONE followed by Berta SOARES went outside and approached the suspects. SILVA had a brief conversation with BERTA SOARES who ran when SILVA took out a knife. STONE turned and was stabbed in the back by SILVA.

 

Part 4. Dictation

On 13-09-99 at approx 1530 hrs Serafine with the local militia entered the residence of Francisco and later shot him on the right side of his body with an exit wound on the left side. At the time Francisco was attempting to run away. They later burned the home of Fatima who stated that she was approximately 20 meters from the victim when he was shot. She stated that the victim was her son and he was shot because he was CNRT. They later buried him behind the residence.

A report along with a statement was taken from Fatima and the body was located and shown to Civpol reporting officer.

Unit 24 Theft

Part1.

1. On 29/11/2000 one Canadian male International Staff reported that during the nighttime of 25-26/11/2000, unknown person(s) opened the doors of Tata vehicle No. UNTAET 747, which was parked in front of the Central Maritime Hotel, and stole a car radio. No forcible entry into the vehicle was noticed. Case under Civpol investigation.

2. On 29/11/2000 one Portuguese female International Staff reported that on 28/11/2000 between 1700hrs and 1930hrs, unknown person(s) opened front-left and back doors of Tata vehicle No. UNTAET 632, which was parked in front of GPA building, and stole a car radio. Case under Civpol investigation.

3. On 10/12/2000, one Timorese male claimed to Civpol that one of the trucks crossing the border from West Timor which were being used to escort returnees belongs to him. It was stolen from him in Ermera two months ago. Civpol and the complainant arrived in the area after some time, and the driver, on seeing them approaching, quickly jumped in the vehicle and drove fast back to West Timor before the officers could stop him.

Part 2. Listen to the narration of some accidents and fill in the table with the information you hear.

1.On 04/02/01 at about 1214 one Italian male reported the station that a lap top computer was stolen from his office at Bairro Central during the night of 03/02/01. According to the complainant he had left the computer at the office at around 0139 hrs. On 03/02/01 after closing the office and on return next day around 0800 hrs., he discovered that the window was forced open and the laptop was missing. Case is ongoing investigation.

2. On 10/01/01 at about 2000hrs, a 36-yr old Albanian, Human Rights Officer, Dili District Administration and resident of Sta. Cruz attended Dili Station and reported the theft. He alleged someone smashed the small right door window of the UNTAET vehicle #236, which was locked and parked in front of the Thai Boat and stole his cellular phone, sunglasses, and a camera. The case is under investigation.

3. On 17.01.01, at about 2130hrs, one Dili Patrol attended a case regarding a car cassette theft in front of Amos. According to the victim, he had parked his car in front of Amos and after having his dinner he found that the radio cassette was lost from the vehicle.

4.       On 24th Jan 01, a British male who is the Deputy Chief of SCIU reported that a theft occurred during the night time when the suspect/s made entrance through rear door of Mitsubishi Pajero Reg. No ETTA 30-005, which was parked near his accommodation.  The missing items were two car stereo radio cassettes and 5 audiocassettes. The case is under Civpol Investigation.

Part 3. In this part, you will hear a narration of an accident and a dialogue. Listen carefully and answer the following questions.

 

On 25th of March 2000 a local East Timorese male person reported a theft incident to the duty officer from the Civpol station.

The name of the East Timorese is Albert. Albert is aged 29. He is a farmer and is living in a village in the mountains.

His truck, a Mercedes, was stolen today. There were no number-plates on the truck. Albert Costa was unloading the truck in front of his house. He was carrying the sacks of rice inside. The moment he left the house to pick up two more sacks he saw the thief jumping into his truck and driving away. Albert Costa did not turn off the engine of his truck when he got out to unload the rice. The key of the truck was left in the ignition. Albert Costa describes the thief as follows: male, 25 years old, 170 cm tall, long black hair. The thief has a scar on his forehead. The scar is 10 cm long. There are no registration documents inside the truck. The truck could already be in West Timor by the time the theft was reported.

Dialogue

Albert: Good morning, I came to report a crime. My truck was stolen.

DO:   I am sorry, when did the theft happen?

Albert: Just two hours ago at 16.00 hrs.

DO:   So today, the 25th of March.

Albert: Yes, at 16.00 hrs.

DO:    What’s your name and age, Sir?

Aalbert: My name is Albert. I am a farmer. I am aged 29 and I am living in a village in the mountains.

DO:    Can you spell your name, please?

Albert:  A like Alpha, L like Lima, B like Bravo, E like Echo, R like Romeo, T like Tango.

DO:     Thank you. What kind of truck is it?

Albert:   It is a Mercedes.

DO:     It is registered?

Albert:   No, and there are no number-plates on it.

DO:     Where was your truck when the theft took place?

Albert: I parked the truck in front of my house. I just started to unload it. I was carrying two sacks of rice inside. The moment I left the house to pick up two more sacks I saw a man jumping into my truck and driving away.

DO: Do you have somebody as a suspect?

Albert: Not really but I have seen the thief.

DO: Can you describe him?

Albert: For sure. He is Timorese, he is 25 years old and 170 centimeters tall. He has long black hair.

Do: Does the thief have any unusual marks on him?

Albert: Yes, he has. He has a noticeable scar running over his forehead.

DO: How was it possible for the thief to drive away so easily?

Albert: I did not turn off the engine. That means the keys were left in the ignition. I am really afraid that the truck is already in West Timor.

DO: We will try our best, Sir. Are there any documents or valuables inside the car?

Albert: No, nothing is inside.

DO: Thank you very much, Sir. We will start our investigation immediately. As soon as we find out more I will try to inform you.

 

Part 4. Dictation.

On 24th Jan 01, one Timorese Chief of Bebora Village reported to Civpol that three local males had stolen twenty building plunks from the company’s ware house on 15th Jan 01 and sold them on the following day.  According to the complainant, one of the suspects, who is a Security Guard, had given the key of the warehouse to the other two suspects to steal the said items from the warehouse.  The said three suspects are said to be in a big syndicate that has been causing a lot of problems and committing many offences. Civpol Investigation is going on.

 

 

Unit 25 Accidents

Part 1. Fill in the blanks with the information you hear.

1. On 14/08/01 at approximately 1430hrs, Delta Base instructed Comoro Base to send a patrol to the PKF Hospital where two locals were admitted after being electrocuted. Comoro 2 and other Comoro patrols proceeded to the PKF Hospital. The attending physician informed them 49-year old Domingos Antonio REBELO, employed by the Border Control Office, was brought to the hospital at approximately 1410hrs. and died. The second victim is REBELO's 9-year-old son Jose REBELO. He survived the incident with a bruise on his right face and was admitted to the hospital. Civpols were unable to locate the source of the reported electrocution and contacted the Investigation Team for assistance.

2. On 31-10-01 at 1627hrs, IPTF was informed that around 70 Bosniaks of Kotorsko village held a demonstration today in front of the Parliament Square (GR919-592) in Sarajevo. They also demonstrated in front of OHR Building. The demonstration ended peacefully. The purpose of the demonstration is to demand for recovery of their lands, which were occupied by the Serbs.

3. On 27.10.01 at 20.00 hrs, a male Serb alleged that he was harassed by three LPOs during a traffic control near the fuel station in Trnovo (GR940-380) due to his change of address. The case is open.

4.       On 30. 10.01 between 12.00 to 13.00 hrs, approximately 1500 pensioners demonstrated in Banjia Luka city center. They demanded their pensions to be paid on time and on a regular basis. The demonstration ended peacefully.

 

Part 2. Listen to the narration of an accident and answer the following questions.

At approximately 03.00 hrs, I received a report from Bravo 1, the Dili station night shift team supervisor, stating that a man was reported still missing after he jumped into the sea from a boat.

 I went to attend the scene on the AMOS W. boat hotel, where a party was going on. The information was received from Mr DUJMOVIC Robert, a UN employee, ID 1-841426, who declared being present when the man jumped into the sea from the boat. After waving hands to people who were watching him, he started swimming away, in the opposite direction of the beach, until he disappeared into the darkness. He was wearing a dark tee shirt and blue jean pants. A small photograph was found on the place from where he jumped, but it is hard to confirm whether it represents his own image or that of another person. 

I asked Bravo 1 to report to Delta base and CIVPOL base in order to advise the Bombeiros for suitable assistance in searching the area. But once they came, they could not do anything, lacking the appropriate equipment for that purpose. According to them, even the marine unit is not well-equipped enough for night search and rescue and the best would be to wait for the day to come.

TL:    They were all Bosnians. According to the information given by their leader, they all are refugees, now living in Federation area.

SC:    Tell me how many of them want to visit and when do they want to visit?

TL:    The leader informed me that the group of about 30 Bosnians want to visit the graveyard on the next Friday, 23 of June.

SC:    What action do you propose to take now?

TL:    I have already informed the local Serb police about this visit and the Chief of police promised to provide security at the location. I also propose to cover this event with 4 monitors. We will also keep in touch with SFOR for any emergency.

SC:    Yes, I know about this because Chief of Police was here this morning and he told me that he would provide security for this visit. IPTF will also be represented by your team to monitor the arrangement of the local police.

 

Part 4. Dictation.

Based upon information provided to Dili District HQ, CIVPOL members of the Echo Team, Dili District HQ and Dili Station were deployed at approximately 1400 hours to intercept two(2) trucks of persons from Los Palos to Dili. Elements of the RRU were on standby in the area to support the operation.

These individuals were suspected of being involved in or sympathetic to the recent violence in the BAIRO PITE area of Dili. The two trucks containing approximately 60 people were intercepted by CIVPOL and searched for weapons. The following weapons were found and confiscated: six homemade knives and two handgrenades. The trucks continued towards Dili after the search. The area will continue to be patrolled and monitored closely for further violence.

Up to 60 illegal immigrants were missing yesterday after a small boat heading for Italy capsized in rough weather south of Sicily, local officials said. “There are still about 60 missing. The search continues, but we are not very hopeful,” said the mayor of Lampedusa, an island between Sicily and Tunisia.

The small boat carrying around 70 illegal immigrants ran into bad weather in international waters some 96 kilometers south of Lampedusa late Thursday, 07-03-02. Eleven people had been rescued and the coastguard and fishing boats continued to search for survivors with the help of a helicopter. It was not immediately clear where the boat had come from, but officials suspected the immigrants were from North Africa. Each month, hundreds of illegal immigrants try to enter Europe via Italy’s shores and many never make it.

The following is a dialogue between the reporter and the police.

R: Where was the boat heading for when the accident occur?

P: It was heading for Italy when it ran into bad weather and the boat capsized.

R: Where did the boat capsize?

P: In international waters South of Sicily.

R: How many people were still missing?

P: About 60. We have rescued 11.

R: Where did the boat come from?

P: It is not clear yet, but we suspect the immigrants are from North Africa.

R: Is the search still going on?

P: Yes, but we are not very hopeful. The bad weather makes the search very difficult.

 

Test 2

On 13-03-02 at about 10:00 hrs in the morning fifteen people were killed and 28 others injured when a truck crashed into a bus in Yongnian County, in North China’s Hebei Province. Passengers from another bus, who saw the accident, broke the windows to rescue some of the stricken passengers, but an explosion and a large fire prevented them from rescuing more. Fire fighters extinguished the fire and police officers arrived minutes later, a witness said.

The following is a dialogue between the police and one of the victims.

P: Do you still remember the time of the accident?

V: It was about 1000hrs on 13-03.

P: How did the accident happen?

V: Well, we were driving along the road at 30 miles per hour. Then a yellow Mitsubishi truck tried to overtake us. Suddenly a horse run to the middle of the road and the truck driver swerved to the right and the truck crashed into the bus. The bus rolled over and many passengers were killed.

P: What happened later?

V: There was an explosion and the bus caught on fire. Passengers from another bus tried to rescue us, but they rescued only a few because of the fire.

P: When did the firefighters arrive?

V: About 10 minutes later, both the firefighters and the police came. The fire was immediately put out. But still 15 people were killed and many others injured. I was only slightly injured in my forehead.

 

 

 

Test 3

Police detained 19 Greek soccer fans on Saturday, 09-03-02, after at least 10 people were hurt and property was damaged during clashes between rival supporters. About 200 youths were involved in the violence before a first-division league game between defending champion Olympialos Piraeus and Xanthi, the local team named after this northern Greek town. The clashes occurred near the town’s stadium. All the injured youths were released from hospital after receiving first aid. Three first-floor apartment windows were smashed and two coffee shops were damaged. The crowd dispersed after riot police arrived.

The following is a dialogue between the reporter and one of the witnesses.

R: When did the disturbance occur?

W: At about 1930hrs on 09-03-02.

R: How many people were involved?

W: About 200.

R: How did the disturbance get started?

W: There was a game at the town’s stadium between the defending champion team Olypialos and the local team Xanshi. When the Olympialos won one score and there was only ten minutes left, the local fans became agitated. Then the supporters of the two teams began quarreling and fighting. At least 10 people were hurt.

R: Was there any property damage?

W: Yes. Some windows were smashed and two coffee shops were damaged.

R: When did the police arrive?

W: Fifteen minutes later. They detained 19 soccer fans. And the injured youths were taken to the hospital where they received first aid.

 

Test 4

  At 12.20hrs on 03-03- 00, One FILOMENA GONCALVES SOARES of Palapaso Dili, reported to CivPol that on the 13th September 1999 her brother AFONSO      GONCALVES was murdered by one ANTONIO SOARES who was a leader of militia group called NAGA MERAH.

   Cp663 Anthony Omane collected statement from the complainant through an Interpreter. She stated that during the September crisis, She and the family run to the bush on the 5th September 1999 till 28th Sept.99 leaving their sick mother and her brother who was to look after her. She came back home on the 11th September 99 to visit her mother and also take food back to bush for the family. According to her, she came and met both her mother and brother alive, She slept and left the following day  thus 12th Sept.99. She came back again on the evening of 13th Sept. 99 only to be told by HENDRIQUE DA SILVA, SIRIA BRIGIDA DA CRUZ RIBEIRO that her brother has been murdered by ANTONIO SOARES and has been buried in front of their house by he HENDRIQUE, SIMON DA CRUZ, FERNADO DA SILVA with help of 9 BRIMOB thus Indonesian police. And also her mother was brought out of their house and house was set ablaze by the militia group.

                    On the 04-03-00 CP663 Anthony Omane and CP468 Mr Fatty went to the house of the complainant to see the grave and the burnt house. On reaching there, we saw the grave about 7 meters away from the house and also the house completely burnt down.

Two witnesses were brought to the station and statements were also taken.

 The case would be referred to Headquarters Investigation team  for further action since the suspect and his group are now living in West Timor.

V: Excuse me, Sir. My name is Mena Concalves. I came to report the murder of my brother.

P: When was he murdered?

V: On 13-09-99.

P: What is his name?

V: Afonso. He was 19 years old.

P: Do you know the murderer?

V: Yes. His name is Antonio Soares. He used to be a leader of a militia group.

P: Why did he murder your brother?

V: I don’t know. During the September crisis, my family run to the bushes, leaving my mother and my brother behind.

P: Why didn’t they go together with you?

V: Because my mother was sick, and my brother wanted to take care of her.

P: When did you come back?

V: I came back on 11-09-99 to bring some food to the bushes. My mother and brother were all right at that time. I left the next day. On the evening of 13-09 I came back again and was told by one of my neighbors that my brother had been murdered by Antonio Soares and buried in front of our house.

P: Where was your mother?

V: She was brought out of the house and the house was set ablaze by the militia group.

 

 

Test 5

On 4 July, 2000 Mr Eduardo SARMENTO attended the VQQ Police Station and reported that Alfonso of Ossu village had made threats against his life. The reason behind this is that Alfonso has accused Eduardo of being the father of his sister’s baby. The sister, Maria, is married but her husband was a member of the militia and is currently in West Timor. The child was born about nine months after the husband fled ET. It has since been determined that Maria has accused two men of being the father. A village meeting has now fined Maria for wrongly accusing these men, including Eduardo.

On 5 July, 2000, Police attended the house of Alfonso and spoke with him regarding the alleged threats. He denied threatening Eduardo, although he believed that he was the father of his sister’s baby and as such should pay to take care of her. He further stated that it was Eduardo who has threatened the life of his sister because of the allegations she has made.

Due to the conflicting statements made by each party no offence could be proved against any of the persons involved. This case has now been filed for any future reference should any problems occur.

The following is a dialogue between Civpol and the complainant.

C: I came to report a threat against my life.

P: Who has threatened you?

C: a man named Alfonso. We both live in the village of Ossu.

P: When did he make the threats?

C: 04-07-00.

P: Why did he threat you?

C: His sister Maria is married but her husband is now in West Timor. She gave birth to a baby about nine months after her husband fled ET. Alfonso believed that I am the father of the baby and insisted that I pay a lot of money and take care of her.

P: What did Maria say about this?

C: She has accused two men of being the father of the baby, including me. But she was fined after a village meeting for wrongly accusing the two of us.

P: OK, we’ll make some investigations into this matter and find a solution.

 

 

Test 6

About 1015 hours, 27 December 2000, KEN4, Toyota Land cruiser, 10/99 Model driven by Mr Wenni LEUWARANI was involved in a single vehicle accident, some 1 kilometre south of LAUANA.  The vehicle rolled over an embankment located on the western side of the road and fell 7 metres to the bottom.  The vehicle landed on a single-storyed wooden dwelling belonging to Maria DE DEUS and Armindo SOARES.

 

CIVPOL arrived at the scene at 1100 hours.  Spoke with the driver Mr Wenni LEUWARANI; he stated that he and his five passengers had departed Gleno PKF at 0740 hours.  He was an experienced driver, with over 12 years experience driving in rugged conditions.  He has a valid drivers licence – Nr 56046, valid until 31 December 2000.  He stated that Mr Richard NYAKUNDI sat next to him in the front passenger seat and four others sat on bench seats located against the walls of the vehicle in the rear.

This was his first time driving from Gleno to Atsabe.  None of the passengers had traveled along this route before, having just arrived from Kenya replacing the previous contingent last week.  They were proceeding to Atsabe to conduct a medical clinic; all on board the vehicle are a Medical Team. 

 

Mr LEUWARANI stated that he passed through a small town, he did not know the name, but it had a large open area with a volleyball court situated in it.  He passed this town and began his descent of the hill; at the time it was not raining, though it had rained previously that morning, as the roads were damp.  As he drove around a sharp bend, he slowed his speed and engaged second gear.  He noticed that the road ahead was very narrow and appeared to be soft around the edges, on the eastern side of the road there was a large steep embankment, leading up to a small sub village.  This embankment was 5 metres in height.  he further slowed his speed and engaged 1st gear.  At this time he believed he was traveling 5 – 10 kilometres per hour.  As he passed the first dwelling located on the western side, he felt both front and rear right hand tyres fall from the road surface.  At this time he believed that the road surface had given away under the weight of his vehicle.  The vehicle fell and landed on a wooden dwelling, which was partially destroyed by the impact of his vehicle.

A short time later CIVPOL attended and took charge of the scene.

P: Mr. Leuwarani, when did the accident occur?

L: about 1015hrs, 27-12-00.

P: How did the accident occur?

L: We were driving from Gleno to Atsabe. None of us has traveled along this road before. When I drove around a sharp bend, I slowed the speed because the road ahead was very narrow and slippery. Then I felt the front and rear right hand tyres fall from the road surface and the road surface gave way under the weight of the vehicle. The vehicle fell down and landed on a wooden house.

P: how many passenger were onboard your vehicle?

L: Five. One is an interpreter, and the other four are all members of a medical team.

P: Can I see your license?

L: yes, here you are. The number is 56046. I have been driving in difficult road conditions for 12 years.

P: What injuries did you and the passengers receive?

L: I was only slightly hurt on my head. But the man who was sitting at the back of the vehicle was badly injured and lost consciousness, and the woman who sat right behind me got a broken leg. We assisted them into the nearby house with the help the the local villagers.

P: Were the people in the wooden house injured?

L: No, they were not. But their house was badly damaged.

 

 

 

 

Test 7

About 2000 hours, on 22 June, 2000 Felismina Amaral BENTO attended CIVPOL headquarters.  She reported to police that she had been assaulted by her uncle, Antonio SARMENTO.

 

Patrol members then attended at Bebora-Gudang 11, this being the residential address of SARMENTO.  SARMENTO was identified and conveyed back to Dili Station.

 

A statement was taken from BENTO.  In the statement she said that her uncle had been drinking and that he then pulled her hair, bent her fingers back and strangled her.  She had not sustained any permanent injuries in the altercation.

 

A statement was taken from SARMENTO and he admitted to the assaulting her.  He was very apologetic for his actions.

 

BENTO informed police that she did not wish for the matter to proceed any further.  SARMENTO was warned that if he came to the attention of the police in the future, court action would be initiated against him.

Officers investigating this matter believe that it should not be proceeded with any further, as the parties involved have reconciled their differences.

The following is a dialogue between Civpol and the offender Sarmento.

P: Mr. Sarmento, your niece Amaral Bento reported to us that you assaulted her on 22-06. Did you do that?

S: Yes, I did.

P: How did you assault her?

S: I pulled her hair, bent her fingers back and strangled her.

P: Did she have injuries?

S: No permanent injuries.

P: Why did you assault her?

S: I was drunk at that time and I did not know what I was doing. I am sorry for having beaten her.

P: Your niece said she did not wish to pursue the matter any further. But we have to warn you that if you assault her again, you will be sent to the court.

S: I promise I will never do that again.

 

 

Test 8

On 07 July, 2000 Dili investigations were called to Comoro by members of the patrol team.  On attending at this location we were informed by patrol that a fight had taken place and a male person and a female person had been taken to hospital.  Police then spoke to Joao GUTERRES.  GUTTERRES informed police that his daughter Aligira GUTTERES and her boyfriend FREITAS had been taken to hospital by ambulance.  He further stated that the window of his house had been broken.  He informed police of a male person by the name of MARQUES.  He said that this boy liked his daughter and may have been involved in the fighting.  However, he did not see the fighting take place.

Police then identified MARQUES and brought him back to the station for questioning.

A witness statement was recorded from MARQUES.  In the statement MARQUES stated that a local male named FREITAS had beaten Aligira and then tried to beat him.  A friend of Freitas, Casmiro (surname unknown) also helped beat MARQUES.  MARQUES said that he managed to fight FREITAS off by throwing a stone, which hit him in the side of the head.

 

Police then attended at the ICRC hospital.  They were informed that FREITAS would be released from hospital that night and that Aligira would probably be released from hospital tomorrow.  He further stated that the injuries sustained were not of a serious nature.

MARQUES is eighteen years of age.  At this stage there is no evidence to suggest that he was involved in the assault of Aligira GUTTERES.  MARQUES was taken home by police after providing a statement in this matter.     

Further actions to be taken:

(a)        Attend at the ICRC hospital and speak with Aligira to make sure who is responsible for the assault of her.

(b)                Attend at Comoro and record a suspect statement from FREITAS. 

(c)                 Identify who Casmiro is and record a statement from him.

The following is a dialogue between Civpol and Marques.

P: Why did you take part in the fighting on 07-07-00?

W: Freitas has beaten the girl Aligira and then he tried to beat me. A friend of Freitas named Casmiro also helped him to beat me. For self-defence, I throw a stone at him and hit him in the head.

P: Why did Freitas assault Aligira and you?

W: He is girl’s boyfriend, and he thinks I like the girl too. So he is angry with us.

P: Did you assault the girl during the fighting?

W: No. instead, it was Freitas who beat her and I tried to intervene.

P: where does the other man Casmiro live?

W: I don’t know. I just know his first name and that he is Freitas’s friend.

P: Was there any property damage during your fight?

W: one of the windows of the girl’s house may have been broken. I am not sure.

P: What injuries did the girl receive?

W: She was injured on her face and arms. Both she and Freitas were sent to hospital by an ambulance.

Test 9

On the 10th of July, 2000 Florentina attended Dili Station and reported that her brother, Francisco NAPAN was missing.

A statement was recorded from her.  In the statement she said that he had last been seen sometime in October, 1999.  At this time he was traveling from Oecussi to the Peace Keeping Force on the Border with a friend, Jose MEKO.  She said that they were captured by Halinar malitia and taken to West Timor.

She said that Jose MEKO returned sometime in October, 1999 and informed her family in Oecussi of the above information.  She believes that MEKO still resides in Oecussi.

On the 11th of July, 2000 Florentina NAPAN returned to Dili Station and handed to CIVPOL a photograph of Francisco NAPAN.

Enquiries would be conducted through CIVPOL in Oecussi as to whereabouts of Francisco NAPAN.

F: Excuse me, sir. My name is Florentina Napan. My brother is missing.

P: What is his name?

F: Francisco Napan. He is 21 years old.

P: When did you last see him?

F: In October 1999. he was traveling from Oecussi to the Peace Keeping Force on the border with a friend Meko. They were captured by malitia and taken to West Timor.

P: Did you witness the kidnap?

F: No. Meko came back a few days later and told us the above information.

P: Where is Meko now?

F: I think he still lives in Oecussi.

P: What was your brother wearing when you last saw him?

F: He was wearing a gray sports jacket, black trousers and gray sports shoes.

P: We’ll enquire Civpol in Oecussi as to the whereabouts of your brother and let you know if we have any information.

F: Thank you very much.

 

Test 10

At about 08:30 hrs.on 14-10-00, a complaint was received at the Comoro CIVPOL station reporting that the victim noted above doused herself with fuel, then lit herself.  She is presently in the ICRC Hospital in the Intensive Care Unit.

A statement was obtained from the subject's mother, who advised us that things were not going well between her and her husband lately, and she was afraid that he would leave her.  Earlier this morning, she had doused herself with fuel, and said she would light herself if he left.

The mother left with the couples child, but the victim came back to get her child.  Shortly after that, she lit herself on fire.

12:55    CP1847 DEMEAU attended the ICRC Hospital and spoke to Dr. Jean Jacques OLDRA, who advised that the subject suffered 3rd degree burns over 65% of her body.  The areas mostly affected were her chest, abdomen, arms, legs, neck and back. There were many of the subject's relatives at the hospital, and when questioned, no one actually saw what occurred.  They arrived after she was already engulfed in flames.

13:00    CP1847 DEMEAU spoke to the victim's husband:

                                    Mr. Joao AMARAL (DOB:  08SEPT72)

He was at the victim's bedside.  The subject was in a shocked state, so due to the circumstances, he was requested to attend the CIVPOL office within the next few days to speak to the investigator in order to provide a statement.

This matter is still under investigation.

The following is a dialogue between Civpol and the victim’s mother.

P: Mrs Soares, can you tell me what happened before your daughter burn herself?

S: yes. That morning she and her husband had a quarrel and the husband said he could not bear this any longer. She then threatened to pour gas on herself and said she would light herself if he left.

P: Were you there when they had the quarrel?

S: Yes. I tried to take their child away, but my daughter run after me and got her child back. Later she lit herself on fire.

P: What caused their quarrel that morning?

S: Thing were not going well between she and her husband lately, and she was afraid that he would leave her. Her husband explained that he would not leave her, but she would not listen.

P: Was there anyone who actually see the accident?

S: No. When our relatives arrived, she was already surrounded by fire.

 

 

Test 11

 

At 1100 hours, Mr Silvino ARAUJU arrived at Letefoho Station complaining of an assault that had occurred on the 26th January 2001 at 1000 hours.  He knows the identity of the assailant and wishes Civpol to take action against this man.  He knows this person by his first name of Armondo. 

A full statement was taken and police in company with the complainant attended at  Letefoho. 

Civpol and the Interpreter BABO arrived at the village and spoke with the alleged offender Armondu Dos SANTOS.  He initially denied any assault had taken place, after lengthy discussions it was ascertained that he in fact did assault the complainant.  However the alleged offender stated that he assaulted the complainant only after he repeatedly asked for the promised Buffalo Horn.  The complainant agreed that he in fact had promised the buffalo horn to the offender and he had not given him yet.  He stated that he had the buffalo horn at his house and that he would give it to this male.

 

An agreement was reached between the two parties that the complainant would give Armondu Dos SANTOS the buffalo horn on Sunday 28th January 2001. Dos SANTOS was officially cautioned of the assault on the complainant and was told that in the future if any problems like this arose he was to firstly consult the local Nurep to sort the matter out.  He was not to use his fists on any person, as this does not solve problems.  The matter was resolved amicably.

P: Mr. Dos Santos, what did you do on 26-01-01?

D: I just stayed at home.

P: Do you know Mr. Silvino Arauju?

D: Yes. He is my neighbor.

P: He reported that you assaulted him on 26-01.

D: No, I didn’t. I just stayed at home that day.

P: Mr. Arauju has asked you to make a sword for him?

D: yes, and he promised to give me a buffalo horn in return, but he hasn’t given me yet, although I repeatedly asked for it.

P: Have you thought about how to solve this matter?

D: I think I have been very polite to him, but still he doesn’t want to give me the horn. I can’t bear this any more.

P: One witness said you assaulted Mr. Arauju on 26-01. That’s the reason why you did it?

D: Eh… yes, I would teach him a lesson.

P: how did you assault him?

D: I hit him in the face twice with my fist, and then kicked him. I saw his nose was bleeding, and then I stopped.

P: Did he give you the buffalo horn after that?

D: No.

P: Next time if anything like this happens, you can go to the village chief to solve the problem instead of using violence. We’ll arrange a meeting between you and the victim tomorrow to find a solution.

 

 

 

Test 12

On 04-07-01 at about 1100hrs, a lady by the name of Oliveira Martins, aged 28, married with nine children and residing in Ermera appeared in the investigation office to lodge a report regarding assault which happened this morning at their house. The investigator could not take statement promptly as the victim seemed too seriously injured, and he transported her to the Gleno clinic where she was treated by Dr. Lara and Richard from the clinic. Later she was brought to the investigation office and the statement was taken from her. According to her, the incident happened around 0600hrs that morning when the victim was collecting coffee beans near their house. The alleged suspect suddenly punched her three times on her face. The victim sustained injuries on her face.

After taking the statement the victim was transported to her relative’s house in Railaco as she was concerned of her safety. The investigator and EPTS 10024 went to locate the suspect but did not find him. The team met the village chief and requested him to inform the alleged suspect to go to Gleno investigation office the next morning.

 

P: Mrs. Martins, when were you assaulted?

M: At about 0600hrs this morning.

P: Do you know the offender?

M: Yes, we live in the same village. His name is Gildo, 32 years old.

P: What were you doing when he assaulted you?

M: I was collecting coffee beans in my field and I did not see him coming. He suddenly punched me three times in my face and I screamed for help. Other villagers came and he ran away.

P: What injuries did you receive?

M: My eyes are swollen and I have a bruise on my forehead.

P: Why did he assault you?

M: Two days ago his wife and I had a quarrel about our children because their son often beat my 7-year-old son. Perhaps he came for revenge. I can’t think of any other reason.

P: OK, you can go back home first and we will go to find the attacker.

M: I will go to my relative’s house in Railaco. I am afraid he will come again and assault me.

 

Test 13

On 03-09-00, a Civpol patrol team stopped at an electronic shop in their area, and noticed the technician installing a TATA radio/cassette player belonging to the UNTAET. They arrested both subjects, the technician and the person whose vehicle the radio was being installed in.  They are:

            Luis MENDEZ (10JAN65), Male, Timorese, of BECORA - self-employed

and       Adarito FREITAS (8JULY76), Male, Timorese of COMORO - taxi driver

At 10:30            CP1847 obtained statements from both suspects, and the story they gave was as follows:

A radio was brought to the technician by another Timorese male about 3 days ago, and there were no wires on the back. He was asked by this individual to repair the radio, and if someone wished to purchase it, he wanted 200,000 Rupiah for it. He repaired it and this morning, the other suspect, the taxi driver arrived and his radio/cassette player was broken. He was offered the repaired one for $300,000 Rupiah. He accepted, and paid the technician the $300,000 Rupiah, and the technician was to install it for him. While he was repairing it, the CIVPOL arrived.

The technician doesn't know the person who brought it in, however knows he drives a red taxi. He is supposed to come back today sometime to pick up the money. 

The technician seemed remorseful and shamed with regards to this matter, and said that he would detain the person when he returns and advise BECORA CIVPOL.

Both suspects were released.

The following is a dialogue between Civpol and the technician.

P: Excuse me. What are you doing?

T: I’m installing the radio.

P: But it belongs to UN. Who is the owner of this vehicle?

T: Freitas, the man who is standing over there.

P: Where did you get this radio?

T: a man brought it to me 3 days ago and asked me to repair it. He also said that if anyone wants it, he wants 200,000 Rupiah. I repaired it. This morning Freitas the taxi driver came to me, saying his radio was broken. I then offered him the repaired one and charged 300,000 Rupiah. He paid me the money and I was installing it for him when you arrived.

P: Do you know the man who brought the radio to you?

T: No. I only knows he drives a red taxi. He will come back today to get the money. I will inform you when he comes.

 

Test 14

On 16-10-00 a local Timorese male by the name of Joao came to Civpol station and reported that he had been assaulted by a woman named Dedeus that day. The above noted individuals were brought to Dili Investigations by CP591 and CP638.  It appears that the suspect threw a rock and hit the victim in the head, causing a laceration, which was later treated at the ICRC hospital.

 

On 20:20, CP1847 obtained statements from both parties.  They are related as brother/sister-in-law, and they have been quarrelling for the past week.  It is to be noted that the victim was intoxicated at the time of the interview.  He stated that he attended the suspect's house that day, and she threw a rock at him and hit him in the head. 

In the suspect’s statement, she stated that for the past week, the victim has been drinking excessively, and whenever he is drunk he comes around and causes problems.    Today, he came by in the morning, and again began to insult her, and she was fed up, so she threw a rock at him.

Civpol told both subjects to attend this office at 15:00 hrs. the next day and they will attend the prosecutor's office and see if this case can be settled.  Civpol 1847 explained to the victim that being drunk did not afford him the right to go around insulting people, and to the suspect that no matter what the victim did, he did not deserve to be assaulted physically.  There were other ways of dealing with situations like these, like seeing the village chief.

P: Mrs. Dedeus, why did you assault Joao?

D: he is my brother-in-law. We have been quarrelling for the past week. He always drinks a lot of alcohol, and whenever he is drunk, he comes to my house and causes problems. This morning he got drunk and came to my house again. I could not bear this any more, so I threw a rock at him.

P: What injuries did he receive?

D: Only some slight injuries. He has been treated at the ICRC hospital.

P: We’ll warn him not to do similar things again. But whatever he did, he did not deserve to be assaulted physically. There are other ways to solve this problem, like seeing the village chief.

D: yes, I understand.

P: will you both come to my office tomorrow at 1500hrs? we will see the prosecutor and see if this matter can be settled.

D: Yes, I will.

 

 

 

Test 15

UNTAET Landrover 265 was being driven from Manatuto towards Laclubar by CP 2164 David Lyons at about 1930hrs 07/05/01. He stopped the car and notice that the window on the right side of the roof had been broken. Only one incident was noted by the driver before he stopped. While driving south of Cribas, approximate grid reference 276362, on a rough section of road, a large yellow lorry drove in the opposite direction. The driver heard a sharp noise but nothing else. He kept on driving until he stopped some distance later. There is a lot of road construction in this area and many lorries carrying loose building materials. It’s probable that something fell from the passing lorry as the vehicles passed each other. At the time the vehicles passed, the Landrover was traveling at about 30kph.

Action taken:

      The Landrover has been examined by CP 2126 Lias. The only damage is to the window. There is broken glass inside the Land rover and this indicates that something has hit the window from outside.

      No blame can be attributed to the driver of the Land rover.

The following is a dialogue between the driver David and the investigation officer.

I: When did you notice that the window of the vehicle was broken?

D: It was about 1930 hrs on 07-05-01.

I: Did you notice anything wrong before you stopped your car?

D: While I was driving near grid reference 276362, a yellow lorry drove in the opposite direction. When it passed me, I heard a sharp noise. But nothing else happened, so I kept driving until some time later.

P: How fast were you driving at that time?

D: about 30kph.

P: What about the road conditions?

D: Very bad. Because there is a lot of road construction in this area and many lorries are carrying building materials. Probably something has fallen from the yellow lorry and broke the window of my vehicle.

P: What is the number of your vehicle?

D: It’s a UNTAET Land rover NO.265.

 

 

Test 16

On Friday 23-06-00 in the late evening at Ossu, which is in the Viqueque District of East Timor, a man was killed and two others injured.  A preliminary investigation was undertaken and it was established that the attacker was a male person armed with an array of edged weapons.

The next day 24/06/00 CP 1432 and CP 1261,along with a number of other CivPol were on duty at the Viqueque Police Station when a local man ran to the station and reported that the man who had committed the murders at Ossu the previous night was at the Old Governors House near the station.  He further stated that this man was armed with a large sword and that about 30 relatives of the victim had arrived for retaliation.

Approximately 8 policemen then attended the last known position of the man and were informed that the man had run into the bushes with a large crowd in pursuit.  Three Civpol officers ran up a bush track and came across a man armed with a large sword who was holding a crowd of 25 to 30 people at bay.  They shouted to him to put down the sword.  Members of the crowd at this stage started to throw large rocks at the man and one rock hit the man on the chest causing him to stumble momentarily.  Civpol then disarmed the man and pushed him to the ground where he was handcuffed.

The group of people started to scream out and threw rocks at the man again.  Civpol then tried to protect the man by shielding him with their bodies and one of them was struck on the right hand by a large rock.

The mood of the group at this stage was very threatening and though their anger was mainly directed at the suspect all officers thought that they would be killed or seriously injured when protecting him.  The officers kept pushing people away and trying to protect the suspect.

CP1432 at this stage called for urgent assistance on his mobile radio, but no assistance arrived. The three officers then gained control over the group by standing in front of the suspect and pushing back all who approached. 

Assistance arrived from Headquarters 15 fifteen minutes later together with some members of the PKF.  The suspect was taken to Viqueque Hospital for treatment and later he was conveyed to Dili for his own safety.

It was later learned that the group of attackers had purchased kerosene with which they would burn the suspect's body once they killed him.  The suspect suffered cuts and bruises and undoubtedly would have died but for intervention by the three officers.

The following is a dialogue between Civpol and the suspect.

P: Did you kill one man during the disturbance on 23-06?

S: Yes, I did.

P: Why did you kill him?

S: He stole my coffee beans several times in the past month and I have warned him not to do it again. But he wouldn’t listen.

P: What weapon did you use?

S: A sword I bought from the market.

P: Can you tell me some details of the accident this morning?

S: Yes. A large crowd of people came to my house this morning, saying they would revenge for the killed men. I was scared and run to the bushes, holding a sword for self-defense and they chased me. Then 3 Civpol officers arrived and shouted to me to put down the sword. Some members of the crowd started to throw stones at me. I was hit in the chest. Then one officer pushed me to the ground and handcuffed me. The crowd of people began to scream and threw stones again, and the officers tried to protect me. One of them was hit on the right hand.

P: What happened later?

S: The officers stood in front of me and pushed back those angry people. They also called for backup on their radio.

P: When did the backup arrive?

S: about 15 minutes later. At that time the situation had been controlled by the 3 Civpols. I was taken to Viqueque Hospital for treatment.

P: What injuries did you receive?

S: I suffered cuts and bruises and would have died if the officers had not come.

 

Test 17

On 26-04-01 a local businessman named Carlos came to Comoro Civpol station to report a burglary case. He stated that when he and his family came back from a 2-week vacation, they found their house burglarized. A hammer was lying near the door, and many valuable things were stolen, including one CD player, one TV set, 5 wristwatches and 100 million rupiyah. His safe was also broken.

Civpol went to the scene and interviewed one witness. According to the witness, a blue colored van with reg. No. 1212 came out of Carlos’s house on the night of 21-04-01. About 5 to 6 people were in the van. He thought Carlos might have come back from his holiday. The next day the neighbours found that Carlos’s house had been broken into. He then recalled the incident of the previous night and suspected that they were the burglars, and he could recognize one of them.

Civpol then located the suspect Santos and interviewed him. Santos admitted that he was involved in the burglary along with three of his friends. They other suspects ave gone to Viqueque after selling some of the stolen property.

The following is a dialogue between Civpol and the suspect Santos.

P: When did you go to Carlos’s house?

V: on the night of 21-04-01.

P: How many people were with you?

V: Three of my friends.

P: How did you get into the house?

V: We broke the lock with a hammar.

P: What did you steal from Carlo’s house? And where are these things now?

V: We took one CD playe, one TV set, five wrist wratches and 100 million Rupiyah. We sold the CD player and TV to a man Jose Da Silva, who lives in Beirepote.

P: Is the watch you are wearing now one of the stolen watches?

V: Yes, it is.

P: How did you carry the stolen property away?

V: We drove a van and put all the things in it.

P: Where are the other suspects?

V: They have gone to Viqueque and will be coming back in a week.

 

Test 18

On 24-03-01 at about 2200hrs there was an arson case in Ermera area (GR 326 227). The kitchen of a local female named Francisca was burned by a local male Marcial, a 49- year-old married a resident of Villano village. Civpol located the suspect and interviewed him. According to the suspect, he burned the kitchen because there have been conflicts between him and Francisca. When he was sleeping in his house at night, francisca and her husband would call him late at night, and when he went to them, they always close the windows and ignored him. This happened many times and the suspect became angry. A few days later they again called him late at night but the suspect did not respond. He went to see them early in the morning and all the occupants of that house jumped out of the window and run away. The suspect went back to his own house and waited for them. A few minutes later a crowd of people gathered in front of the house and started throwing stones. Francisca and her husband were among them. The suspect was hit in the head and chest. When the crowd dispersed, the suspect went to Francisca’s house and asked her why they throw stones at him, and he got no reply. So he burned the kitchen.

The following is a dialogue between Civpol and the suspect Marcial.

P: why did you burn Francisca’s house?

M: We have not been getting on very well.

P: Why?

M: Every time I was sleeping in my house, she and her husband call me late at night. When I went to them they always close the windows and doors and ignored me. I don’t know why. This happened many times and I got fed up.

P: What did you do on the morning of 24-03-01?

M: They called me again late at night, so I went to him that morning and asked the reason. But when I arrived, they all jumped out of the window and escaped. I went back to my house and waited for them.

P: What did you do later?

M: a few minutes later, I heard a lot of noise outside and found a crowd of people holding stones in their hands. Francisca and her husband were also there. Then they started throwing stones at me. I was hit in the head and chest and fell on the ground.

P: When did they leave?

M: When they saw me fell on the ground, they left.

P: What did you do then?

M: I went to Francisca’s house and asked them why they throw stones at me but I got no reply. I went to the kitchen and lit up the grass roof.

P: How did you light the roof?

M: I used my lighter.

 

Test 19

At about 2 pm on Monday 27th November 2000, a Timorese female Natercia Soares asked her son Marcus to fix the roof of the house. He became angry and stared at her. He picked up a stick from the ground and walked towards her. She turned around and walked away from her son. Suddenly she felt severe pain on the back of her head and fell on the ground. The nurep and other villagers brought her to Gleno hospital where she was treated and gained consciousness. According to the victim, the stick was about 80cm long and 10cm in diameter.

At about 2035hrs civpol 1189 and 2064 arrived at the village and spoke with the suspect. He admitted that he assaulted his mother with a wooden stick. He stated that after hitting her once in the head, he walked 4 meters away and sat down, and never offered any first aid. He now felt regret for what he had done. The suspect volunteered to show the Civpol the wooden stick with which he had beaten his mother. On seeing the size of the stick, the doctor suggested that the victim be sent to Dili for an immediate x-ray. A medical report will be forthcoming the next day.

P: Mr. Marcus, what did your mother ask you to do on 27-11-00?

M: She asked me to fix the roof.

P: Why did you assault her?

M: When I was fixing the roof, she started destroying all my work. She also destroyed my garden. I got very angry and picked up a wooden stick and hit her on the back of the head.

P: How many times did you hit her?

M: Just once.

P: Did you mean to kill her?

M: No, I was simply very angry.

P: What did you do after that?

M: She fell onto the ground and lost consciousness. I walked 4 meters away and sat down.

P: Who sent her to hospital?

M: The Nurep and some other villagers.

P: You did not offer any first aid when she lost consciousness?

M: No. I now regret beating her.

P: How long is the stick with which you beat your mother?

M: about 80 cm long. I will show it to you. I hid it in a small room.

P: Did you have quarrels before?

M: No.

P: Who was there when you hit your mother?

M: my sister Veronica. She is 22 years old. It was she who called the Nurep and other people and sent my mother to hospital.

Instructions: you’ll hear an overview and a dialogue between a CIVPOL officer and an East Timorese. Listen carefully and then answer the following questions.

 

On 14-11-99, a local Timorese male by the name of Feliciano Martines came to Civpol station and reported the abduction and death of his son Luis Martines. He stated that on 05-05-99 at about 0900 hrs, three Frentlin members came to his son’s residence at Liberema village (GR 351216) and tied up his son and forced him to go along with them. They came to his residence and spent the night there. The next day, they tied up his son again and said they would present the victim to their commander. At 10:00 hrs the same day, the complainant found the dead body of his son in a lake. The victim’s head had been cut from his body, and there was a wound at his back. The Frentlin commander threatened him not to take the dead body out of the water. According to the complainant, the body remained in the lake for more or less 2 months. Then local police assisted to take out the victim’s body and head, and buried it. The following is a dialogue between Civpol and the complainant.

P: what’s your name, please?

C: Feliciano Martines. I am a farmer. My son, Luis Martines was abducted and killed by three Falintil members on 06-05-99.

P: How old was your son when he was killed?

C: He was 25 years old.

P: What was his profession?

C: He provided information to the Frentlin Party. That is, he was an informant.

P: did you witness the abduction?

C: Yes. Because the 3 suspects spent the night at my house before they took my son away. They said they would present him to their commander.

P: What did you say then?

C: I asked to go with them but they refused.

P: When did you see the dead body of your son?

C: On 06-05-99 at about 10:00 hrs, I saw it in the lake. The head had been cut off.

P: did the local police know about this accident?

C: Yes, but they did not take any action until 2 months later. They took my son’s body out of the lake and buried him.

P: So the body remained in the lake for 2 months?

C: Yes.

P: Why didn’t you take it out and bury it?

C: the Falintil commander threatened that if I did that, he would kill me. So I didn’t dare do that.

P: Do you have any idea of the motive of the abduction and killing?

C: Perhaps they thought my son had given them some false information and they felt angry about that.

On 12-10-99, a 35-year old Timorese male by the name of Paulo Gomes came to Civpol station and reported that his motorcycle was forcibly taken away. According to the victim, the suspect Dedeus Lopes came to his house on 08-09-99 at 2400 hrs. With him were three other men, all armed with weapons. The victim stated that they were after his motorcycle. The victim ran from the house and watched as the men took his motorcycle. The suspect Dedeus Lopes drove off with it towards Atsabe. When interrogated by Civpol, the suspect admitted that he took the motorcycle. He stated he was forced by the militia member to take part in the theft. He also stated that he took the motorcycle to West Timor. It is apparent that Lopes was involved in the theft of the motorcycle. A meeting will be held on 15-10-99 to discuss whether the suspect should  pay for the motorcycle. The Nurep said he would help to solve this dispute, but felt Civpol should have the court solve the problem if they couldn’t. The case should be turned over to the prosecuting judge for the final decision.

The following is a dialogue between Civpol and the suspect.

P: When did you go to Paulo Gomes’s house?

S: On 08-09-99, at 2400hrs.

P: Who went with you?

S: three militia members. I was forced to go there. They all had guns and threatened to kill me if I didn’t do what they said.

P: what guns did they carry?

S: One carried a pistol; the others carried rifles.

P: What did you do when you entered the victim’s house?

S: The three militia members threatened him and he ran away from the house. Then they told me to take the motorcycle.

P: Where did you take the motorcycle to?

S: I took it to West Timore and it is still there.

P: Did you know Paulo Gomes before?

S: Yes. We used to be militia members.

P: Did you both know the other three suspects?

S: He didn’t know, but I did.

P: Can you write down their names?

S: Yes, I can.

 

 

Test 22

On 20-09-00 at 1520hrs, Dos Santos attended the Civpol office today to report that he had been assaulted by an Australian tourist who rented his motorcycle yesterday.

The Australian tourist named Rick attended the victim’s house yesterday, saying he wanted to rent his motorcycle to tour around the area. It was agreed that he would pay $120Aus./day for the motorcycle. At approximately 15:00 hrs on 19-09-00, Rick left with the motorcycle. He returned the motorcycle to the victim’s neighbor at approximately 21:00 hrs on the same day. The victim expected that Rick would return to see him today, but he didn’t. The victim then met Rick by chance near the shop, and for no reason Rick assaulted the victim.

A statement was obtained from the victim, and Civpol CP1845 made several attempts to phone the suspect’s number provided by the victim, but there was no answer. Case under investigation.

The following is a dialogue between Civpol and the victim Dos Santos.

P: Mr. Dos Santos, when were you assaulted?

V: It was 20-09.

P: Do you know the suspect?

V: Yes, but I only know his first name, Rick. He is an Australian tourist.

P: Why did he assault you?

V: I don’t know. But yesterday he came to my house, saying he wanted to rent my motorcycle and would pay $120 Aus. /day. I agreed. Then he left with the motorcycle. He returned it to my neighbor 6 hours later and said that what he needed was a car, not a motorcycle. I was not at home at that time, so I thought he would come to see me later. But he didn’t. Then I met him by chance near a shop. And he suddenly attacked me.

P: did he or you say anything before this?

V: No. The moment he saw me, he began to attack me.

P: Do you know his address?

V: No. I only know his phone number:0417823527.

 

Test 23

At 1545 hrs 27-04-01, a fatal traffic accident occurred about 4 kilometers away from MTT downtown. A mini-bus with no registration number heading for Dili collided with a truck registration number DF8135AC coming from Dili to Baucau. Ten people were injured in which 6 persons were seriously injured. The 6 seriously injured persons were immediately sent to Dili hospital. The 4 slightly injured persons were treated at Manatuto hospital. The scene was reconnoitered and photographed.

On 28-04-01, Civpol CP1917 went to Dili hospital to the victims of the accident. Among the 6 people who were sent to Dili hospital, 3 were in a less serious condition, and the other three still did not regain consciousness.

At 0900hrs 30-04-01, Civpol CP1917 and the interpreter Joao went to MTT and took the statements of the truck driver and a witness. Then they visited Dili hospital again and gave the medical report forms to the nurses and doctors for them to fill in. A Civpol would collect the medical report and take the minibus driver’s statement the next day, and the case will be sent to Baucau court.

The following is a dialogue between Civpol and one witness Freitas.

P: Mr. Freitas, did you witness the accident?

W: yes, I was one of the passengers onboard the truck. The minibus was driving in the middle of the road at a high speed, and the truck was on the left of the road at a medium speed. The truck swerved to the left to avoid the minibus, but it was too late. The two vehicles collided with each other and the truck turned over.

P: How many people were onboard the truck?

W: About 40. There were four passengers onboard the minibus.

P: When did the police arrive?

W: About 15 minutes later. Six people were seriously injured and immediately sent to hospital.

P: Where were you heading for?

W: we were coming from Dili to Baucau, and when we were 4 km away from MTT downtown, the minibus collided with our truck.

P: Was there any license plate on the minibus?

W: No, I did not see any.

Test 24

Peter and Tom work in East Timor. They meet each other in a restaurant in the HQ. They start talking and Peter tells Tom he is employed in a village in East Timor. The name of the village is SUAI. He has to spell the name of the village because Tom did not understand. He spells: S like SIERRA, U like UNIFORM, A like ALPHA, I like INDIA. Peters tells Tom he has found a nice flat and is sharing a house with a colleague from England. It took him one week to put a proper roof on the house. He has neither electricity nor running water. However, the floor is tiled and he has enough room to feel comfortable He set up his tent inside the house so he could sleep undisturbed. The windows are covered with mosquito nets. Even though there are no doors, Peter feels comfortable and secure. He rented the house from the priest in the village. He pays US$ 100, per month and has invested some money in renovating.

 

Tom works in town. He lives with a local family. He rented a small room. His room is equipped with TV and radio. Every day he can have a hot shower and the wife of his landlord cleans and cooks for him. The rent is US$250, per month. From his room he can see the sea and after duty he always goes for a swim.

 

Peter explains he killed three scorpions on the first day at his accommodation. Poisonous plants grow in his garden. Swimming is not possible because crocodiles and sea snakes are already waiting in the water.

 

Dialogue

 

Tom: Hello, Tom. How are you? I haven’t seen you for a long time.

Peter: Hey, Peter. nice to see you.

Tom: How is East Timor? Do you like it? Where are you employed?

Peter: It is not so bad. I work in Suai.

Tom: Where? I could not understand.

Peter: The name of the village is Suai. S like Sierra, U like Uniform,

A like Alpha and I like India.

Tom: I work in the HQ. I have rented a very nice room and live with

a local family. The wife of the landlord cooks very well and

cleans for me. I pay US $ 250 per month.

Peter: This sounds great. It took me almost one week to put a proper

roof on the house. It is a nice flat and I share it with a colleague

from England. We do not have doors and the windows are

covered with mosquito nets but we have room enough to feel

comfortable.

Tom: You don’t have door?

Peter: Yes, no doors but the floor is tiled and I just pay US$ 100 per

month.

Tom: Can you go for a swim at least?

Peter: You are kidding? We have crocodiles and sea snakes. They are

just waiting for swimmers at the beach. Beside that I have

poisonous plants in the garden.

Tom: What about scorpions?

Peter: There are some. I killed three of them on the first day at my

Accommodation.

Tom: I am sorry for you. I can go for a swim almost every day. It is

beautiful.

Peter: I even do not have electricity or running water.

Tom: Sorry for that. I have a hot shower every day. I have electricity, TV and radio. But how can you sleep without proper windows or doors?

Peter: I set up my tent inside the house. After some days I felt fine and secure.

Two Civpol officers are having a discussion about East Timor. One officer, an American named Robert, is new to the mission and has some questions about the history of the island of Timor. The other officer is from Australia. His name is Peter. He knows a lot of the history of this area.

 

The American officer Robert is being deployed to the area of Oecussi. He wants to know about the area of Oecussi. The American officer asks the Australian officer how to spell “Oecussi” and the Australian officer give him the spelling as Oscar, Echo, Charlie, Uniform, Sierra, Sierra, India. The American officer also wants to know why is the East Timor area of Oecussi entirely bordered on all sides by West Timor?

 

The Australian officer then explains that in the early 1500’s there were Portuguese traders who came to the island of Timor to seek trade goods such as slaves, gold, and spices. In 1556 a group of Portuguese Catholic Missionaries established a settlement in Oecussi and set about converting the local people to the Roman Catholic faith.

 

During this same period, there were also Dutch traders in the area who were looking for trade goods. The Dutch established settlement and religious missionaries on the western tip of the island of Timor. The Dutch missionaries were Lutheran Protestants.

 

Because the Portugueses and the Dutch were often in conflict over religion and trade, these two European powers fought and competed for this area for approximately three hundred years.

 

They finally agreed to settle the issue of ownership of the island of Timor by dividing the disputed area. They signed the Treaty of Lisbon in 1859. This gave the area of West Timor to the Dutch and the area of East Timor to Portugal. The Portuguese were also given the area of Oecussi because they had been settled there since 1556. The final details of the dispute were not really settled until another treaty distinguishing the division of Timor was concluded in The Hague 0n 17 August 1916.

 

Dialogue

 

Robert:   Hello, my name is Robert and I am a newly arrived Civpol from the United States.

Peter: I am pleased to meet you Robert, my name is Peter and I am with the Australian Civpol. Welcome to Timor.

Robert: Thanks! I really don’t know much about Timor and have a couple of questions. Do you know much of the history of this region?

Peter: I know some of the history. What are you interested in knowing?

Robert: Well, I am to be assigned to the area known as “OECUSSI”. I even do not know how to spell it.

Robert:  I am also curious to know why Oecussi is part of East Timor but it is completely surrounded by West Timor? How did that happen?
