COMBINED LANGUAGE ASSESSMENT (CLA) TEST #65

 

POLICE REPORT

It was reported that on 8 September 2012 at about 3.30hrs, one United Nations Volunteer (UNV) working with the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO), named Francisco Da Silva Andrade of Timorese nationality who was serving in the Communication and Information Technology Section (CITS) in Goma, was wounded not far from his house in the Volcan neighborhood. The wound was caused by a bullet fired by an unknown person. In his initial statement to MONUSCO security investigators, that was recorded in the presence of United Nations Police (UNPOL), the victim said he left his home at 2.30 hrs and went to a small shop near a night club to buy a prepaid telephone card in order to reply to a call from his wife. On his way back, he was followed and attacked by two individuals including one armed with a pistol that shot him. The victim was rushed to MONUSCO Level-3 hospital where he underwent surgery. Luckily, his injury was not life threatening.

 

FOLLOW-UP REPORT # 01

On 09 September, the victim was discharged from hospital and was sent home, located at 46 Sandy Road, Goma.  MONUSCO security officer, Mr. James Frank visited him along with UNPOL Mary Jones to gather more information about the incident. The victim was asked to provide a detailed account of what happened. Mr. Andrade added to what he had said earlier in his initial statement that, although the area where the night club is located is considered dangerous for UN staff, his intention was solely to purchase the prepaid phone card and return home.  He mentioned that he first saw the two attackers at the shop, but he did not give them any attention and headed home after purchasing the card. He added that the streetlights were dim and there was hardly anybody around. He then felt that he was being followed and looked back only to realize that it was the same two individuals he saw earlier. The first one was about 30 years old, around 180 cm tall, had light skin, a thick moustache and beard and was wearing a black shirt and blue jeans. The second was around 20 years old, around 160 cm tall, had dark skin, a light beard and was wearing a military camouflaged shirt and green military-type pants. The shorter individual had a pistol in his hand. After realizing that they were noticed, both individuals ordered the victim to stop. He said that fearing for his life, he started running in the direction of his house. At that point, they threatened to shoot him if he did not comply. The victim ignored their threats and kept running. Shortly afterwards he heard a gunshot and felt sharp pain in his leg. He fell down on the ground screaming in grave pain.


 

FOLLOW-UP REPORT # 02

During his statement, Mr. Andrade also mentioned that after he fell down to the ground, the attackers approached him and demanded that he gives them whatever amount of cash he had on him or they would kill him. The victim was in shock and begged them to spare his life. Given the circumstances, he gave them all the cash he had with him. He estimated the sum was about 150 US Dollars and also some amount of Congolese francs, but he was not sure about the exact quantity as he was under stress. The gunshot sound alerted the neighbors who rushed to see what had happened. The attackers panicked and ran off with the money. The victim added that he was bleeding heavily and was shouting for help. At that point, one neighbor, Mr. Qunicy Adams, who witnessed the shooting from his balcony overseeing the street,  was the first to arrive at the scene.  He called the police from his cell phone and passed the location and name of the victim in addition to a brief account of what had happened. The victim asked Mr. Adams to contact MONUSCO Security Office as well. After around 10 minutes, MONUSCO security officers arrived, and the police along with an ambulance. The medics noticed that the victim was beginning to lose consciousness due to the trauma and heavy loss of blood. The victim was then rushed to the MONUSCO hospital.
