COMBINED LANGUAGE ASSESSMENT

PATROL REPORT

At 0900 hours on Friday 27th May 2012, the streets of Tripoli, capital of Libya saw hundreds of thousands of demonstrators chanting slogans for the ousting of the Muammar Al-Gaddafi's autocratic regime and the establishment of a complete democracy. Gaddafi attributed the protests against his rule to people who are "rats" and "cockroaches". He also claimed that the protests against his rule were a "colonialist plot" by foreign countries to control oil and "enslave" Libyan people. He had asserted that he will chase down the protesters and cleanse the country "house by house". Gaddafi had also stated that "those who don't love me do not deserve to live". After the statement broadcasted, clashes erupted in every comer of the street between demonstrators and policemen. Libyan Armed Police were unable to control the crowd. The demonstrators were pelting stones at the police. The situation was chaotic. Demonstrators were breaking streetlights, vandalizing the public and private properties around the roadsides. They were stopping the public vehicles and burning them here and there. Most of the vehicles were emptied before they were turned to ashes. But one of the public city bus licenses plate no 345-LR-l 36, was bombed using petrol bomb by the rioters, which was filled with 5 children under the age of IO along with 2 senior citizens and 13 youths. The situation was horrible and regular citizens including children and senior citizens were crying and running everywhere. Major Ali Omar Ermes was commanding the Al Fatah Street Area with 200 police personnel and more problematic Zuwara area was in the command of Major Hassan al-Droui with 250 Police personnel.

FOLLOW-UP REPORT#1

With reference to the case Major Hassan al-Droui angrily asked marching demonstrators to keep restraint in his area. Nobody cared about the request. At 1205 hours when the situation went beyond control, he ordered his troops to fire at the demonstrators. Pol ice beat up, chased, and fired at the fleeing demonstrators. Police were able to disperse the crowd after two hours.

FOLLOW-UP REPORT #2

With reference to the case at 0205 hours on the same date and area, two people were found dead and several others were severely injured. Many empty bullets cases were found around vicinity and there were screams and cries from the injured.

FOLLOW-UP REPORT# 3

With reference to the case Major Ali Omar Ermes fired 18 rounds of 5.56mm bullets from his M-16 Rifle emptying magazine. His troops fired forty gas shells and several rubber bullets injuring many people in the streets and inflicting injuries to the children and elderly people. Two Women and a man were killed and more than 50 injured.

FOLLOW-UP REPORT# 4

With reference to the case, the angry crowd was beyond control. The group caught holds the five policemen. They beat them severely, tore their uniform and carried them. The Red Cross members supported the injured people of the vicinity to carry them to Tripoli Centre Hospital. The government television and radio announced 5 dead and around 50 injured.

FOLLOW-UP REPORT# 5

With reference to the case on 4th June 2012 an independent Investigation commission was formed with five independent members in the chairmanship of chief justice Kamal Bashir Al-Dahan. The commission announced a notice to the public to inform more about the incident if they have any. The commission was ready to collect the information given by the witness. One of the witnesses was found UN observer Rory Aldridge.
