Some Important Questions


1    What is human right?

Human rights are a natural, basic, and fundamental right, which makes every individual enjoy his life freely without violating other's rights & freedom.

Principles of Human Rights

Universality and inalienability, indivisibility, interdependence and interrelatedness, equality and non-discrimination, participation and inclusion, accountability, and rule of law.

1.     What happens when police uphold and defend human rights?

Public confidence is built, and community cooperation fostered, a contribution is made to the peaceful resolution of conflicts and complaints, legal prosecutions are successful in courts and police are seen as part of the community, performing a valuable social function.

2.     Tell me in your own words what you think is a human right violation?

A human right violation is an act which causes severe suffering to people under pressure. It's a brutal act.

3.     What is the role of police for protection of Human Right?

We know government is the most powerful body of the state. Police Organization is an important organ of the Government. It is the main part of the body of the government from the security point of view. It always tries to control crime and maintain law and order. Therefore, it is called a law enforcement agency. There is a great chance of violation of human rights when police don't perform their work honestly and sincerely. If police do every work in the favor of human rights, there will be as very less chances of violation of human rights. So, police play a great role for the protection of human rights.

4.     Why did you join the police force? Or why did you decide to become a police officer?

I decided to be a police officer because I wanted to serve people. I love to serve this society. Being a police officer, I could control crime & contribute to my country for the peace & security maintenance.

5.       Why did you decide to Join UN mission?  Or Why are you interested in going for UN mission?

I am Interested in Joining to UN mission because it is a unique opportunity to interact with different professional Police Participants representing their countries at different levels. It is also a golden chance to learn more knowledge about their socio-economic and cultural background and various aspects of life.

6.     Why do you think we should select you for the UN mission?

I think you should select me for UN mission because I have succeeded in all the tests, and I am energetic & eager to keep peace in the whole world. If I get a chance, I can learn more knowledge about monitoring human right practices, socio-economic & culture from security personnel representing different countries. Then, I could apply all these knowledge and experience in my working field when I come back to Nepal. 

7.     If you are selected for the mission, what types of job do you have to perform?

If I am selected for the mission, I will work monitoring human right practices, advising, training & assisting local police.

What is community policing?

Community policing is policing for the people in partnership with the people where police act as a  co-coordinator and manager in the community.  It is a pro-active police management. It provides door-to-door service to the people. It is based on decentralization of power and good governance.

The basic idea is to create bonds of trust and reliance between police and public,

8.         What is the role of CIVPOL in UN peacekeeping operation?

The overall aim of UN peacekeeping operations is to maintain law and order in a particular area of conflict.           

The multinational civilian police force is playing a crucial role in UN peacekeeping operations.

Roles: -

v  Election monitoring, supervision and sometimes even organization of elections. Safeguarding civilian individuals and communities from the threat of use of force. protection of provision and supplies of humanitarian relief assistance, monitoring human right practices, Advising, training, and assisting local police.

9.What is UN peacekeeping operation?

Peacekeeping operations are the military operations conducted in conflict under the command of UN.

       7 concepts of UN peacekeeping operations.

preventive diplomacy, peace keeping, peacemaking, peace enforcement, peace building, sanctions, and disarmament.

         The Universal principles of UN Peacekeeping are-

Ø  Legitimacy, consent (give personal agreement), impartiality, minimum use of force, credibility, negotiation, and mediation.

10.       What do you know about UN?

Ø  Preserving world peace is a central purpose of UN.

Ø  The UN was born out of a desire of the world leaders to share the succeeding generations from the scourge of war.

Ø  UN body was formed formally on 24 th October 1945. It set itself the following aims and objectives.

Ø  To maintain international peace and security through collective efforts

Ø  To bring about peaceful resolution of settlement of intention at disputes

Ø  To help achieve international co-operation in social, economic, and cultural fields.

Ø  To promote the process of self-determination of people or decolonization.

        UN has been divided into six main bodies:

General assembly, security council, secretarial, economic, and social council, trusteeship council and international court of justice

13        How long have you been working as a police officer?

I have been working as a police officer for 11 years (since 19 April 1998).

14         What types of work do you like to do or prefer? why?

I like to work in crime investigation because it is quite interesting to me.                            

 Or my preferred field of work is crime investigation & information collection.

15     Where are you working now?

I am working at Metropolitan Armed Police battalion number two, Maharajung , Ktm.

16   What do you do if you are selected in UN mission?

If I am selected for the UN Mission, I will perform all my duties honestly & sincerely which are assigned for me.


17        What are you doing at the moment?

        I am working at my office. I am doing my official work. I am studying official documents which have been sent from police Head Quarters.

18     What is gender equality?

      Every human being is divided into masculine and feminine genders by birth. In Nepalese society, there is no equality between the two genders. Females are dominated by males. Wives are beaten by their husbands. There is no practical rule in such domestic violence. Government should think about gender equality especially in their work. It means equal salary should be paid to male and female on the equal work. In my opinion, there is clearly written about gender equality in the interim constitution of Nepal, but we don't get its proper implementation in the practice because of illiteracy, traditional Nepalese culture, and superstition.

19     What are traffic police?

Ø  Traffic police is one of the important parts of Nepal police. Their jobs are some different from civil police. They are deployed for traffic management. They clear the traffic jam. Their main role is to maintain traffic rules on the road & reduce accidents. Especially, they wear gloves on their hands, mask in their mouth, white belt and picap which make them different. Sometimes they check the documents of the vehicles and driving license. They punish those who don't keep the license and blue book of the vehicle in their hand and pocket.

20.  Here is too difficult to work, there is no any facilities, could you work here?

Ø Of course, sir, it is my great opportunity to get to work there. I work very hard so that I can adjust to manage to pick up some difficulties. I grew up in a poor family. So, I can easily adjust there. If I am selected, I will do my best to perform all activities satisfactorily.

21.  How do you drive in the hilly area?

Ø  We must check the brake, accelerator, gears, fuel, and others important part of the vehicles before driving in the hilly area. If all things are in good condition, then we can drive in the hilly area, but the speed shouldn't be high. We must be careful with the different traffic signals and modes of the hilly roads. Our concentration must be focused on driving.

22.       What is Intelligence?

Intelligence is an ability that explains the information analyzed and relevant information which is helpful in making decisions.

Process of Intelligence

Requirements, playing and direction, collection, processing and exploitation, analysis and production and dissemination.

23.      What do you know about Crime investigation?

Crime investigation is meant to investigate criminal incidents. It is one of main unctions of the police.

          When we investigate the cases, we should be careful from these things:

Ø  Protect the crime scene.

Ø  Protect the physical evidence and send it for the laboratory test.

Ø  Prepare the essential legal documents which are related to the crime.

Ø  Tress out the eyewitness or witnesses.

Ø  Take the written statement with witnesses.

Ø  Finally, we should refer the case to the related court in time.

24.       What is training? describe its importance?

                                      Training is a teaching and learning process. it helps to get more knowledge, develop.

      the skills and completely change the behavior or attitude.

Purpose for training

To change behavior by teaching new knowledge and skills based on well defined objectives.

 Importance:

Ø  Change in behavior of person, help to get new knowledge and experience, up date, result      oriented, ability or skill develop and confidence build.

25.       What is information?

Data of evidence in raw or unprocessed from may or may not be true or may be relevant or irrelevant source. Unevaluated material of every detail that derived from observations, reports, rumors, and other sources which when processed may yield intelligence.

Collection - It is a gathering of raw information.

Sources of information

Record, fellow organization, Interview/debriefing/elicitation, investigation, Press and Surveillance/observation.

Verification of Information

Test the agent, secret enquiry, surveillance, check data bank and body language.

26.       Tell me, one memorable/ unforgettable incident of your life?

A couple of years ago, it was an incident of embarrassment that took place in the market area. I was doing some shopping in the market. I noticed a beautiful young lady. She looked very smart in her beautiful dress. She was looking for fruits and vegetables. The market was very crowded. She looked like a film star.

Suddenly, a thief ran into the crowd. He snatched the lady's handbag and he disappeared. I wanted to help the lady. So, I also ran quickly and dialed 100 number to report the incident to police. I informed the police that the lady's handbag was snatched by a man to the market Square.

I returned to calm the lady in the marketplace van also arrived in the market. When I reached near the lady, the man who snatched the handbag, had already returned and he was chatting with the lady.

I was confused and in a dilemma. I went to police Officer and told him that was the man who had stolen the lady's handbag.

Police Officer surprised and thought that I had pointed the wrong man. At last, it was found that they were only Talley Film Makers. All cameramen were looking at me and laughing. It was very funny. I made a promise, I would never help Film star.

A few days later, I saw the same film on T.V..The character made him a foolish, was also one of man main character. I never forget this incident that has ever happened. 

27.       Tell me, one crime investigation incident in which you have been involved?

I succeeded to find a kidnapping & murder case that took place in New Road, the central city of Kathmandu in December 2007.

Nine years innocent child, Rohit Gupta was kidnapped on 12 October 2007. Kidnappers demanded 3 lakh Rupees from Rohit's parents. Then, Rohit's parents gave kidnappers money to release their son. But kidnappers didn't release Rohit even after taking all the money. Then, Rohit’s guardians filed the case with the police. I was assigned to investigate the case. After Three days of kidnapping, one unknown child's dead body was found in Kamaladi, Ganesthan which was situated in Northeast side, 2 KM.  far away from the New Road. Later it was found that it was Rohit's dead body. Then, we reached the crime scene, We Protect the very site, Protect the physical evidence, and informed the Phorensic specialist team and sent it for the laboratory test. We stressed out the eyewitness or witnesses. Then, we took the written statement with witnesses.

After one month of continuous investigation, we could reach the suspects. Then, it was found that his own maternal uncle kidnapped Rohit Gupta. His uncle had a drinking and gambling history. He committed kidnapping Rohit for the money, after taking all the money; he decided to kill Rohit because he did not want to expose himself in the public. Therefore, he killed Rohit.

It was a violent and critical case, sir.

28.  Explain about your job?

Ø  I started my career as an assistant sub-Inspector of Nepal Police from 19th April 1998. Soon after I finished my training, I was deployed in Pyuthan District as a post commander. I performed every special task sincerely that was assigned.  

Considering my result-oriented performance, police Head Quarter transferred me to the Kathmandu district police office. There I was given the position of scanning and supervision commander for special tasks within the valley command.

Since I was provided with the responsibilities of an investigating officer for six months. I worked there carefully.

I also worked for more than two years as a field supervision commander. I have also been trained in different essential skills required to be police officer of the country that is torn with insurgency, unpredictable violence, and fragile security arrangement.

Apart from this, I have significant knowledge in counter insurgency, explosives, and metal detections. I have carried out different operations to fix the law and orders in the civil society never violating the basic human rights.

I have never forgotten the significance of basic human rights. I have worked in accordance with the permission of the international humanitarian law that I believe, prevails across the universe equally and indiscriminately.

My preferred field of work is crime investigation because it is one of the main functions of the police. It is the police who have a right to investigate the crime. It is not an easy job to do crime investigation. Sometimes it takes a long time. Without investigation, we cannot find an actual criminal. So, crime investigation is meant to investigate criminal incidents.
