Traffic Accident
At 18.00 hrs on 02 April 2012, the Central Police Station of Harbel City
received a phone call about a traffic accident which had occurred near the City Market. In the accident, a person was hit by
a minibus. Upon arrival at the scene at 18.15 hrs, Team
"Charley" from Traffic Police Unit found an unconscious man lying in
a puddle of blood. An abandoned blue Toyota
minibus, registration plate TB-645, was also found crashed into
the wall of the Miranda clothing shop. The Police Team called for an ambulance which took the victim to the hospital for treatment. The minibus incurred major damage on the front and
was impounded at LNP depot. Preliminary investigation revealed that the
owner of the minibus parked the
vehicle for dinner leaving the key with the conductor.
The owner of the restaurant, Christina Tomton, 51, stated that the owner of the truck named Elvis Scale, about 45-46 years old, used to be a former military man who retired due to an injury. He had a limp on his right leg. She further reported that after he received his food, he heard the crashing of a vehicle and rushed out of the restaurant. The owner of the Miranda shop, Michael Ambush, 46, said that he had invited his friend, James Kine, aged 42 of Dolostown to help him unload a large delivery. At 17.45 hrs, James was sitting next to the entrance of the shop when Michael heard a vehicle coming, followed by James's screams. When Michael got out of the shop, he saw the crushed minibus and James lying on the ground in front of the entrance to the shop. One of the walls in the shop was destroyed. Michael managed to recognize the minibus conductor as John Masters living in Kula village, who escaped from the scene. John was wearing white pants and a red T-shirt. At 19:00 hrs, the police patrol was approached by Harvey Bricks. 24. a market vendor who said that the minibus owner had a garage near the city bus station on 24 Ocean Street. At 19.30 hrs, the Police Patrol Team "Sierra" from Duside Police Station visited the Duside Hospital of Harbel where the victim was transported. The attending doctor notified the Police that the victim had arrived unconscious with numerous serious injuries, which resulted in his death pronounced at 19.00 hrs.
At 19.10 hrs, the police went to the minibus owner's garage
and found him hiding in the garage. Police
managed to break into it and arrested the minibus owner, Elvis, who was
preparing his escape. Police searched the
garage and recovered one unregistered Beretta pistol, one AK-47 submachine gun and a
box with mixed ammunition. Elvis
had stored the weapons since the war time as he was one of the unit
commanders. He wanted to keep the weapons
because he did not believe
that regular police would be able
to maintain public order and peace in the
communities. The police patrol proceeded
to Freedom Square and demanded
access into the conductor's cousin's
two-storey white house where

conductor lived. He was arrested.
Police could smell a strong odor of alcohol on him.
Further tests revealed
his blood alcohol
content at the level of 0.15 per cent. John Masters
stated that one day before the incident he had had a quarrel
with his girlfriend residing near the market,
who had blamed him for
his inability to earn money and his inability to drive a car. The following day, John decided to demonstrate his driving skills
to her. He admitted that he took the driver's
seat and drove away when Elvis stepped
out for dinner. While moving toward the Market exit. he lost control and hit
the victim near the clothing shop. He got scared of the consequences ar.1d fled
away from the scene. The documentation was prepared
properly for further
proceedings.
